THERE always Will be those who measure by the utili tarian yardstick every piece of spirited adventuring, What good will finding the north pole do us? they ex claim; where's the profit in the risk of a motor-boat trip to Havana? Why chance death by mounting the skies on an aeroplane? What gain in sailing out over the ocean in a dirigible? Where's the sense in "something lost be hind the Ranges?" What's the use in barkening to the call over .yonder m the trackless wilderness? What's the use, indeed! Some weeks ago a lone man held up a train a short mile from Robsart, New Mexico, herded all the passengers into the rear car, where he made them deposit their valuables in a heap, and, having herded them out, collected his booty and went his way unmolested. Not a man among the com pany ot some twenty passengers ottered protest! That's the use. Last year an unarmed man, taken unawares in a boat at the foot of his yacht club, was shot to death while a half dozen of his friends stood idly around within ten feet and fcarsomely watched the murderer complete his work. That's the use. A few Sundays ago a little chap fell into one of the shallow Central Park lakes and drowned within thirty feet of several men on the walk, any one of whom could easily have waded out to the rescue of the sinking lad. That's the use. Every Sunday in some of the cities' subway and ele vated suburban trains hoodlums insult women and chil dren and escape without broken heads! That's the use. This is the use that the spark of manhood may live and courage grow stronger than the cowardly self thought which has too many of us in subjugation. Periodically a wail goes up from the faint-hearted be cause of loss of life in mountaineering, in flying; because of accidents in football, of risks taken in wilderness travel or in ballooning'. Had these thin-blooded people their way, we should see a restraining fence erected on all mountains at timber line, and no game more hazardous than mumble-the-peg permitted at our schools. It would be a rare race of milksops, indeed, that we should have, did the "What's the use?" slogan dominate. Allah be praised for the valor that rises above thought of personal danger or pecuniary return; that gives us a Peary, a Oavez, a Even Tied in, a Stanley, a Custer. Unnecessary, unfruitful danger to life and limb is as undesirable as it is unprofitable, and should be, of course, and always is, finally, eliminated from all our games; but we must not too much curb the daring spirit; The human race needs that men must adventure and some be lost. Text of Good Roads Bill ,h. Tho following in the text of thr Good Roads bill passed by the leg islature providing for a stale high way commission and a stale highway engineer; A bill for an net creating a Htato highway board, providing for tho ap pointment of tho members thereof, prescribing their dutlcH, and provid ing for tho payment of tholr expenses while engaged In tho performance of ouch duties; creating tho offlco of state highway commissioner, pro viding for tho appointment of such jfflcor, prescribing his duties and fix ing his salary, prescribing the du ties of tho county courts In relation to the purposes of this act, providing for the appointment of a clerk for such highway commissioner and for the payment of his salary and mak ing nn appropriation for carrying out the purposes of this net, He It enacted by tho people of tho Htato of Oregen: Ho It enacted by the legislative as tjomhly of the state of Oregen: Section 1. There Is hereby created a state highway board and the offlco of state highway commissioner. Tho Unto highway board shall consist of three citizens of this stato, one of whom shall be a bona fide resident of that portion of tho stale which lies oast of the Cascade mountains, one a resident of southern Oregon south of the Willamette valley, and the third member of the board to bo se lected from a losldont of the remain ing portion of the state, who shall be appointed b. tho governor, and who shall serve without pay. Tho term of office of the members of this board shall he three years, but of those appointed, one shall bo appointed for ono oar, ono for two yoais and one for three years. Hitch member ol the boaid nball hold after the expir ation of his term of office until his HUccowkor shall have been appointed by the governor. Tho duties of the state highway board shall bo such as provided in this act and by other Ihwr of this state. Section" 2. Within SO days after tho members of tho stato highway board shall have biwn appointed the hoard shall appoint a stato highway which such rondvls to bo constructed under the gonoral advisory super vision of tho state highway commissioner. Section 1. Tho stato highway com missioner shall appoint, when so re quested by tho respective courts, sucl. suitable, persons as may bo needed in ongineeilng or construction super vision of any road or roads mention ed In section three (.1) of this act. Other things bolng equal, local men shall have tho proforonco of appoint ments. Tho salary of such np potntoos shall bo agreed upon in ad vance by tho county court and tho stato highway commissioner. Section C. When so requested by the county court, tho permanent en gineering locations nnd tho construc tion of county roads to bo constructed by tho expenditure of money secured by a county under tho authority granted by section ton (10), artlclo eleven (11) of tho constitution of this state, shall bo under tho super vision of an engineor. or road con structor appointed by tho stato high way commissioner. It shall ho the duty ot tho county remit to furnish the state highway commissioner with such detailed Information regarding tho chaructor of construction proba bly needed and such othor Informa tion as will nsslst him In selecting an engineer or road construction man for the particular road In question, It being understood that other things being equal the state highway com missioner shall give preference to lo cal men In making the appointment. Section t. It shall be the duty of the state highway commissioner to pass on all hills and contracts per taining to the construction of roads mentioned In sections three (8) and five (5) of this act. and to In a gen eral way co-operate with the several county courts with a view to making the best possible uso of all moue.xs expended. Prior to the letting of nn contract, plans and specifications should first be submitted to the state bridges, and shall ndvlsc such officers relative to tho construction, repair, altering or maintenance of the same; and shall furnish such other informa tion and advice as may be requested by persons interested In the construc tion and malntenanco of public high ways, and shall at all times lend his aid In encouraging and promoting highway Improvement throughout the state, lie shall co-operate with all highway officers and shall assist mnty authorities, and, when request ed by them, furnish them with plans and directions for improvement of the public highways nnd bridges. Section 8. Tho road supervisors, county courts and the county com missioners of nny county, and all oth er officers who now have or may hereafter have by law the enre and supervision of tho public Highways and bridges shall, from tlmo to time, upon the written request of the stato highway commissioner, furnish him with nil avnllablo Information in con nection with tho building and main tenance of tho public highways, cul verts nnd bridges In their respective localities. Section 9. The state highway com missioner shall keep an accurate and detailed nccount of nil moneys ex pended In the construction of nil ends which are constructed under 'lis general advisory supervision, dl octlon nnd control and shnll keep a "ecord of the number of miles so con ducted In each county, and when It vas constructed, the width of such -oad ns constructed and the cost per idle of construction. Section 10. The stato highway mard and the state highway commls doner shall make n Joint report to the governor on the first day of De cember of each year, which shall fully let .forth all that haB been done by hem during tho period covered by he report nnd all money expended 'y them or nny of them, or under .holr direction, all roads that have been constructed under direction of the commissioner and all roads In tho -onstructlou of which the state hns ontrlbuted anything, giving In each Instance the number of miles con structed In each county and tho cost icr mllo of construction. This report shall nlso Include such stntlstlcs nnd jther Information as to matters fall ing within the sco'pe of the duties of hese officers as Wy be considered tcccssary by them, and nlso such sug gestions respecting matters of leg islation as they may deem necessary Section 11. Tho stato highway 'ominlssioncr shall be furnished suit able offices at tho expense of tho state, which offices shall bo located In tho city of Sajem, Oregon, and mid commissioner. shall also bo fur nished by tho secretary of stato at tho expetiBo of tho stnto, nil stationery and supplies necessary for properly conducting his office. Section 12. Tho stato highway commissioner may appoint ono clerk, who shall net as his assistant and bo inbjert to his control nnd direction, uul who shall receive such salary ns amy 1)0 determined by tho hlghwny board hut not to exceed ono hundred ( J'uO) dollars per month, to bo paid monthly by tho state as othor salaries tro paid. Section 13. Tho state highway somnilssloner shall receive an annual salary of four thousand $(4000) dol lars per year, payable monthly by tho itato, and his actual necessary trav ollng expenses In tho discharge of his duties."
