The digging of the Panama canal has re--versed the condition regarding labor -which confronted the United States at the outset of the big task. No longer, according to the reports from the isthmus, is it necessary to send agents abroad to contract for la bor. Despite the great number needed for the work voluntary im jaigration from Greece, Italy, Spain, Costa Rica, Cuba, Colombiu and Venezuela now is sufficient to sup ply all demand for the big force. The volume of immigration in the case of tho Edropcun liihorers has Increased noarly 1000 per cent, and in tho case of the West iridium;, over SO per cat as compared with tho iirst six months of 1009. Nearly every vessel sailing from a foreign port brings an additional Jot of laborers, and within tho past few months immigration among tho Greeks and Italians lias been stead ily increasing. As near ns can he estimated about 50 per cent of the steerage passengers from Europe at the present time arc Spaniards, while the remaining 50 per cent is more or less equally divided between Greek and Italians. Formerly tho stowaway class con stituted quito a factor in the immi gration movement, and there is a case on record where a vessel arriv ed at Colon with 288 stowaways on board, including a number of wo en. At that time laborers were in demand on the canal works, and un der the agreement with tho republic of Panama, respecting the importa tion of labor, the stowaways wove allowed to land without the requi site amount of cash, and a large number of them went to work on the canal. For some titno past, however, stowaways hayo been returned to the couutrios from which they embark ed, whch has discouraged the prac tice, to a great extent, and caused steamship officials to bo more nlort. The chief point In the fight against Wickersham made by his opponents was that he hud been repudiated by President Taft and the :.dmlnlstra tion. Orr carried only his home neighborhood and lost Valdez, which he was expected to carry by a good plurality. Orr was nominated by tho regular republican convention. Although tho local office disclaims any knowledge of it, an apparently well authenticated report comes from Portland to tho effect that tho South ern Pacific company will ccon double their passenger service over this lino by adding two now through trains daily between Portland and San Francisco, one of which will bo of the same class as tho Shasta limited, while the other will handlo both through.and local traffic the samo as trains 13, 15, 11 and 1C now do. In addition to this it is stated that the local motor service botveon OrantB Pass and Ashland will also make an additional round trip dally. Tho stop Is taken because of tho increased travel over thh line, which has been heavier this summer than ever be fore. Tho local motor service has proven very popula and tho car la filled to Its capacity almost every trip.
