Representative Northup has has presented a petition from Portland for the repeal of the mortgage tax law and the repeal of the clause ex etnpting indebtedness front the as sessment laws: also a petition for a law against selling cigarettes to minors. . ' - . Senator lilackman proposes to distribute the (95,000 now in the state treasury from the 5 per cent and direct-tax sources among the several counties of tha state in pro portion to their area. This he thinks will be a good substitute for the customary wagon-road legislation. Sheriffs are now required to go all over their counties to post tax notices in every precinct. This has become quite a burden on tax pay era. the officers' per diem and mile age amounting to 1500 to $1000 without a corresponding benefit. I be county court of Lane county started a- movement in opposition to the law - and asked the county court of Clackamas to concur. This was done and the result is Senator Cross' bill to amend the code... Representative Nickell has sent us copies of house bills No. 34, 35 and 36 which have been introduced by him, proving that our represen tative is in tio way slack in keeping up his end of legislative work. The! bills are. No. 34. to protect the ring-j m-ck Moneolion pheasant in the counties of Jackson and Josephine;; No. 35, to provide for the rate of in terest to be paid on warrants drawn on toe 1 reasunes of the various counties of the Stale of Oregon: No. 36, to require custodians of wills to deliver the same fur record. The question of making salaried positions out of several offices now supported by fees, comes from Sen ator Cross of Oregon City and is known as senate bill No. 50. The draft is one made by Judge V. W. Thayer. The - officers concerned are those of clerk of the supreme court, county clerks, county recor ders, clerks of county and circuit courts and sheriffs. The clerk of the supreme court is to receive $2, 000 annually and no fees; the coun ty clerks 1200; recorders, 91400; clerks of circuit courts, $1500; sheriffs, from $1200 to $3500, ac cording to the county's population. Fees can only be received for mak ing copies of papers on file at the rate of 10 cents a folio. Twe Spokane men, named Au gustine and Clark, have filed on 80 acres of Tacoma land, just back of the Smith-Fife tract, which is esti-. mated to be. worth $75,000. -They paid for it in the " P6tte$fiefct scrip. The Monterey and Fresno railroad company has filed articles of incorpora tion in Fresno county. A railroad is to be built from Fresno to Monterey, about ISO miles. A Victoria, B. C, dispatch says it has been determined by the Giant Powder company's branch of the Berkeley works, CaL, to perfect new and improved works at Cadboro Bay. - The long trestle which crosses the Wilmington slough, between the two towns of Wilmington and San Pedro, las Angeles county, is to be replaced by a solid embankmentr G. M. Shortridge, editor and proprie tor of the San Jose (CaL) Mercury, has been fined $100 fur contempt of court. He published the testimony of a divorce case which was held with closed doors. Joe Craw, the 10-year-old sen of tha quarantine officer of the state board of horticulture, was run over by a freight train at the Arcade depot, Los Angeles, receiving injuries from which he died two hours later. The Mark Hopkins mansion at San Francisco has been transferred to the regents of the State nnivo&ity tp be used as an art school." The mansion is" the gift of Mr. Srarles. and is to be known as the "Mark Hopkins Institute of Art. " The grocers of Santa Rosa have been giving prizes to purchasers during the holidays and Frank P. Grace continued the practice by advertising a prize at "the Easter drawing." The headlras body discovered near Walla Walla has been identified as that of Edward J. Sea ton. who disappeared from Walla Walla in June, 189L Sea ton was a bookkeeper for Dodd ft Co., and was master of the Masonic lodge at Walla Waila at the time .of his disap pearance. Seaton came from Chicago several years ago, whjch place be left under the impression that he killed a policeman. It is believed that the con stant fear of arrest drove him. insane and caused him to take his own life. Stephen M. White of Los Angeles has been elected United States senator from California to succeed Charles X. Felton. Ha was elected un the first ballot. The elswtion of Mr. White terminated in a section. The Democrats had not a nvloriry by one vote in a joint ballot. Aemblynian Kerns of Kern county, a rapunst, voted tor mte. immediately after the votimr ceased Bretz. Ponulist assemblyman from Alameda, arose and charged that Kerns vote had been bought and that Marion Cannon, con gressman elect from southern Caifornia, acted as negotiator. A terrific uproar followed. Cannon arose from his seat in the balcony and called Bretz a liar. The charges made by Breti "are of so serious a "nature that an Investigation committee has been appointed by the as sembly. Bretz will be disciplined if his accusations are found to be without foundation.' Shanahan's bin to promote purity of elfictions has been favorably reported in 'the California assembly. The bill pro vides ror tne appointment or a commit tee by each convention making nomina tions, who shall receive and expend all the money used in the election of such candidates. Within .twenty-one days after the eleotion a completely itemized account of all such expenditures must be filed with the proper officials. Each candidate must also for himself file such itemised account of each and every dol lar expended ay him in the election. Tha expenditure of all candidates for election expenses are limited to a certain percentage fixed in accordance with the amount of the salary of the office, vary ing from S to 90 per cent. Minute rules are laidTlown governing all possible ex penditures of a legal character in con-' section wita elections, and heavy penalt ties are enacted for infraction of the law, the least of which is tha loss of the office to which elected and from that to confinement la the state prison. The law then deals with the polling of the votes " and inflicts severe punishment upon any one who shall interfere in any manner with the registration of votes, the polling or counting of the votes ot attempt to influence any person to cast his vote for aay consideration of any kind. The entire act is very stringent in its previsions and appears to covet very possible contingency.
