Woman suffrage advocates in Maine have won a fight o f nearly 40 years for submission o f the suffrage question to popular vote. The senate, acting in concurrence with the house, adopted unanimously a resolution providing for a special election September 10 to act on the adoption o f a constitutional amendment granting suffrage to wo men. Governor Milliken announced he would sign the measure. With News Amendment Salem — Both house and senate agreed to the Forbes amendment to j the delinquent tax bill, which went ! through the house with a heavy vote, \ The bill, as amended by Forbes, w ill become a law in tim e to regulate the publication o f delinquent taxes next year. I t is too late to become effec tiv e thia year. Attorneys in the house agree that the act is the most scientific and the most economical in effect in any state in the Union. Forbes gave the sub je c t careful attention for several weeks while he had the bill in the ju- diciary copimittee, o f which he is chairman. In brief, the meausre provides that 90 days a fter the taxes become delin quent notices shall be mailed to the delinquent property owners by letter or postcard. Then 30 days w ill be allowed for them to respond. Those who make their payments in that tim e w ill be stricken from the delinquent rolls. Property that remains delinquent at the expiration o f this 90-day period w ill be advertised in newspapers se lected by the county commissioners. APPROPRIATIONS ARE MADE BY OREGON LEGISLATURE A net gain o f 1413 recruits has been made in the navy in the last 20 days, compare)) with a total net gain for the whole o f January o f approximately the same number. The Panama canal did ita biggest month's business in January, according to figures available this week, 176 vessels with a tonnage o f 557,839 hav ing passed through the waterway. The previous record was in July, 1915, when 170 ships o f 547,370 tonnage passed through. Road Bonds Bill is Passed Salem — The legislature adjourned sine die at 2:30 o ’clock Tuesday morn- ing. A t 12:30 the join t conference com- m ittee from the house and senate agreed on all disputed points in the $6,000,000 road bonds bill. A few minutes later both houses concurred. The bill is now in the hands o f thé governor. The joint conference committee was composed o f Senators Orton, Shanks and Vinton, and Representatives Kit- ner, Schimpff and Laurgaard. With only four dissenting votes the $6,000,000 road bonds measure, amend ed to provide for its submission to the people at a special election next June 4, passed the senate at 5:20 o ’clock Monday. The house passed the senate’s spe cial election bill. The house amended the bill, however, so that the normal school question and the proposal to build a $200,000 home for delinquent children, both o f which were referred to the people by legislative resolu tions, w ill not be voted upon by the people until the regular election in No vember, 1918. kOMIRAL HENRY T WAYCf lADMIRAL w n B. A t Thirty-second street the marchers turned into F ifth avenue, and one man pointing to an automobile shouted that no one had a right to ride in automo biles when others were starving. The machine was stopped ami instantly several persons hoarded the running board ami tried to drag the owner from the car. Three policemen who tried to turn the marchers away from the Waldorf- Astoria were swept aside. Although reinforced soon afterward by a number o f |xirters and other employes o f the hotel, they were unable to quiet the crowd. One woman cried : W e want to see the governor!
