Death of Mrs. Susan McNulty The following obituary taken from The Dalles Optimist will he of interest to local people who were acquainted with the deceased when she was a resi dent of Moaier: Susan Downs was born in Terre Haute, Indiana, May 2, 1832, her friends celebrating her 84th birthday this year by a shower o f postcards. She was early left an orphan and al the age of 21 started for the unknown west with friends by the name of O’ Neil with whom ahe fell at home, crossing the plains to Oregon in 1853. having walked across the ’ ’great Am erican desert” following an ox team the entire way. They arrived in The Dallea early in the fall and when going down the river the young girl le t John McNul ty while they were m..king the portage at Cascade Locks. Mr. McNulty was a steamboat man on the pioneer boats of the lower river to whom ahe was married F'ebruary 21, 185-1. He had come to the Oregon country by way of Cape Horn only a short time before. They were married in Portland by Rev. C. L. Kingsley o f the Methodist church and they made their home at Shoalwater Hay and Portland for sev eral years, the three older children being born there. In 1859 they came to The Dalles and the present home, 2lfi W. Second atrret was built in 1881 and the five younger children were born there. F'our children of Mi. end Mre. McNulty are still living, Mre. Mary Halfpap o f Portland. Louise, Henry and Margaret of this city. Five grandchildren also survive. Captain McNulty died F'ebruary 8, 1908. The floral ofltferings were many and showed the high esteem in which the family is held in the community. ORDINANCE NO. 14 An ordinance to provide for taxing and killing dogs. The City of Mosier does ordain as follow s: Section 1. It is hereby made unlaw ful for any person or persons to keep a dog or dogs within the limits o f the City of Mosier o f the age ot more than four months, unless the owner or keep er o f such dog or dogs shall procure from the eity recorder ot said city a license for each dog, as in this ordi nance provided. Section 2. The owner or person hav ing in charge any dog, kept or owned within the City of Mosier, shall, on or before the 1st of June o f each year, pay to the city recorder the sum of two dollars in gold or silver coin for each and every male dog and each spayed female dog, and the sum of three dollars, for each and every slut or female dog not spayed so owned or kept by him. which shall entitle him to a receipt from the recorder desig nating the owner's name and number of the license and shall be presented to the city recorder, who shall exchange therefor a license tag bearing the same number as the receipt. Provided, that any person or persons having dogs kept solely for breeding purposes shall pay a license fee of one dollar for each male dog or female dog, and it shall he unlawful for a dog ao licensed to run at large on the streets. And pro vided, further, that a breeder’s license shall not be issued to any person or persons having less than three dogs, and application lor such license must be made under oath. Section 3. The recorder shall keep a suitable record of the licenses granted, and on the expiration of the annual time for issuing licenses, shall give to the city marshal, who is ex-officio pound master, a list of the numbers on which licenses have been paid and renewed, and of the numbers which have not been renewed, and the name of owner* or representatives o f dogs hearing auch renewed numbers. Section 4.
