When Roseburg had licensed sa loons the tax levy, on one-third ot the valuation was two mills. Since Roseburg has gone dry the tax levy has varied from eight to ten mills on a lull valuation- ar.d in addition occupation taxes have been steadily increased The Committee o f One Hundred boasts tha> dry Roseburg has erected a $115,000 hotel. The hotel was erected in 1915, stood idle and ten- antless for four month and was rescued from the ba ' atcy c urt by liberal business me o f the e ty, among whom were E. L. Parrr C. W. la rk s, Joseph M icelli, A. N. Or- cott and Henry Hart, all o f whom are radically opposed to a dry tow .1 The Committee o f One Hundred also boasts of the artnnry as an achievement. Th armory was bu :!t by state, county and city funds com bined, and is not yet completed. Over 140 leading business men have signed a petition ca ng for a local option election in Roseburg this year, and such an election will be held. Many empty store buildings arc to be found on the leading business streets—a condition that never e x isted when Roseburg had licensed saloons. Scores of dwelling houses are vacant for the first time in the history o f the city. John Hunter, a leading contracfoi and form erly a supporter of the drys, is now advertising in Roseburg pa pers: Business block for sale for S500 less than present as sessed valuation. Another property owner has ot tered four parcels o f inside prop erty for saie at less than ¡lie as sessed valuation, and has not even received a tender. One of the leaders o f the dry forces in Roseburg is a man who a; a form er agent o f the Alba brew i erv m ad: his fortune, and who to-, day is the o-.wer o f a drug store He was at one time prominent it' politics, was repudiated by the vat ers o f Douglas County, and is n-w said to be seeking to place lieuten ants in office through the dry m ove ment. Beggars are com mon on the streets and many poor fam ilies are appeal ing to the local bankers for aid. In fact about all the grand jury did was to probe the liquor sit uation in “ dry” Hood River, thus spending the taxpayers’ money tp discover if prohibition prohibited. Tb>s is what they fopnd out, M set forth in their form *! report to the Circuit Court on O ctober 6, 1914: “ Nearly all o f the time of the grand jury has been taken up witji consideration o f alleged violations of the local option law within this ju ris diction. We have received the report o f the sheriff o f the county as to tl\e quantity of intoxicating liquor shipped into this county during the last three months. By this report it appears that a large amount o f liquor has been shipped to private individuals dqring the period, and presumably procured and used legally. It fur ther appears that the quantity re ceived by the drug stores during the period was considerably more than during the preceding three months, and too large to be disposed o f id accordance with the section o f the lo cal option law regulating the writing o f prescriptions by physicians, and id this connection we call the attentiod of physicians o f Hood River County to Section 4921 o f Lord's .O regon Laws. “ We recopintend that the physi cians con iine themselves more close ly to the letter o f this section qf ,|fce local option la.w;'’ The report is signed by JffSSfd Frazier, Jr., as -forenjan. This is enough liquor to stock on» busy snloon for a y*nr. Doubtless similar amounts have be«* sent in by the Oregon Hlcctric Rail* way, and by the several express com panies operating within the city. Th* records do not show the amounts i* each keg- case or barrel, but the fig ures in any event indicate that ther* has been a vast amount o f liquor com- sumed in “ dry** Kugene from which the city hns received no license r#* turns at all. The Committee o f One Hundred say» 44business is fine in dry towns. 99 but it has failed to specify the kind of business. Thomas Irving Terrill, a local restaurant man. has bern fined $200 for selling beer in his {dace o f business in violation o f the local op tion statutes. His trial is the first o f vTelve to follow a dozen indictment* handed down by the September grand jury, each one relating to liquor law violations iu Linn eounty. Every claim made by the Anti-Prohibition forces against the proposed prohi bition amendment is confessed in the three above admissions. The Anti-Prohibition forces have steadfastly claimed: That prohibition is an infringement o f personal liberty. Mr. Whseler admits it, word for word, in public print That “ prohibition “ will not prohibit."
