An early agreem ent is I now expected. The tu rn in the proceedings, from a point, w here it seemed as if the land problem m ight cause serious em bar rassm ent, to an understanding as to the treatm en t of some of the delicate issues involved, came a fte r a confer ence betw een the m ediators and the American delegates. In his announcem ent Ju stice L am ar s a id : “ On a num ber of details we find our selves in substantial agreem ent. O th ers are still under discussion, but as to them there has been no disagreem ent. “ From the m ediators them selves it was learned th a t some of the v ital points had been reached. These are understood to include the m anner in which the present regim e in Mexico City would give way to a new provis ional governm ent. D esiring to avoid the appearance of having had th e ir provisional president chosen a t an international conference, the Mexican delegates have evolved the plan of suggesting to the m edia tors a list of names from which m ight be selected several on whom the U n it ed S tates would look w ith favor if from it w ere chosen an ad interim exe cutive. The actual choice of an individual from th e list o f eligibles would be sanctioned, it is suggested, by the Mexican congress. T here is reason to believe, however, th a t before any list is approved by the A m erican gov ernm ent some ta c it indorsem ent from the constitutionalists m ust come. The plan of pacification is known to have to r its object the establishm ent of a new provisional governm ent. As a program for it, th ere will be a declaration of principles on ag rarian and other reform s, and on the conduct of a fa ir election. A fte r much discussion a satisfactory method o f considering th e land ques tion practically has been reached. W hile the Mexicans have not yielded the original convictions th a t the land problem is purely internal and th a t definite and binding recom m endations concerning it should not be included in any agreem ent made here, th e A m eri can view th a t some expression is d esir able to point the way for its eventual settlem ent by Mexico herself has been sustained.
