It might possibly he argued by the “ ob- structionists” that an outsider’ s opinion should carry no weight because he has no interests in the town to be benefited or "in- jured.” But the opinions and judgments o f outsiders are often o f value, as they can see at a distance things that are o f iin- portance to us which we in our short-sightedness overlook.
