The reply follows: In line o f amusements, the pa tients are taken for walks and drives, they have a moving pic ture show once a week ami a pa tients’ dance once a week. In the summer time they are out o f doors much o f the time and the asylum hand furnishes music for them. In reference to violent patients, almut which you inquire, we have practically no violent patients. The old violent wards that pre vailed in asylums some years ago have heen done away with and with modern hospital treatment the insane are not much given to violence. O f course, there are occasional outbreaks o f acute disturbance, accompanied by more or less violence, but this is now very seldom ami there is but ver.\ little restraint, and a very small amount o f quieting medicine required in the care of this vast number of insane peo ple. Bourne’s plan proposes that $1,000,000,000 he raised by sell ing government bonds and loans made to the various states which will give their own 50 year bonds in exchange. The apportion ment o f the fund would he made on basis o f road mileage, as sessed valuation and the area and population o f the various states. * It also provides a “ national school * of highway and bridge engineer ing” to develop experts for the work.
