NOMINATIONS TO CAUSE TROUBLE “ Is n ’t it fu n n y Republicans May Retaliate If Taft Is Opposed. Precedent Requires That Appoint ments of Out-going President be Approved by Opponents. Washington, D. C.—No one seems to know at this time what disposition the senate will make ultimately of the thousands of nominations submitted this session by President Taft. Gen erally, Democratic senators are in fa vor of preventing confirmation, so that all the offices affected shall become vacant March 4, and then be filled by Democrats. But Democratic senti ment is not unanimous, and quite a few of the present minority and soon to-be majority party are disposed to allow the Republicans to clear up their slate before the Taft administration closes. Several times the Democrats of the senate have caucused on the question of nominations, yet they have reached no binding agreement as to policy, rather playing for delay, in the hope that something may develop to point the proper course to them. For it is acknowledged that there are two sides to the question of holding up Republi can nominations during a Republican administration. For instance, prece dent decrees that nominations made by a Republican president shall be con firmed during his administration, ex cept in cases where appointees are per sonally objectionable to some senator or senators. That was the policy in the days of Cleveland, and Harrison, and McKinley. But more than this, if the Demo crats of the present senate, by filibus ter or other means, undertake to pre vent the confirmation of all the Taft appointments, now pending or to be submitted later this session, they will arouse Republican senators, and it will be quite as easy for Republicans in the next senate to hold up the nomina tions of President Wilson, and thus embarrass the incoming administra tion. Some Republicans even go so far as to threaten to hold up the Wil son cabinet nominations next March, unless the Democrats agree to allow the present senate to vote on Republi can nominations now before the sen ate. Adrianopie Ceded to Bulgaria Ae gean Islands Disposed of By Decision of Powers. Constantinople — Turkey has sub mitted to the will of the powers. The Grand Council of the Ottoman Em pire decided in favor of accepting the proposals of Europe for a peace settle ment between Turkey and the Balkan allies. As officially announced, the Grand Council approved the government’s point of view, declared its confidence in the sentiments of equity voiced by the great powers and expressed the wish to see the promises and proposed assistance effectively realized. The question submitted by the Turk ish government to the Grand Council was: “ Should the recommendations contained in the note of the European powers be accepted or rejected?” The government frankly confessed itself in favor of agreeing to the sug gestion made by the powers. The Marquis Johan de Pellavicini, Austro-Hungarian ambassador and dean of the diplomatic corps at Con stantinople, has received a note in which the Ottoman government agrees to the proposals embodied in the joint note with regard to the cession of the fortress of Adrianopie and the future disposition of the Aegean islands and places itself in the hands of the pow ers. The question of indemnity is left open. The joint note of the powers ad vised Turkey to cede Adrianopie to the allies and to leave the fate of the Aegean islands to the powers for fu ture determination. In return, the powers promised their benevolent sup port as long as Turkey deferred to their counsel. The note of the powers was read at an audience given by the Sultan, after which Nazim ‘Pasha, the minister of war, explained the military situation. The minister of finance then read a re port on the financial situation and the minister of foreign affairs made a statement on the foreign situation. Dalton for the mammoth camp to shelter surviv ing Union and Confederate veterans who will meet on Gettysburg battle field next July to commemorate the 50th anniversary of the battle. The camp will consist of about 54,- 000 tents, affording accommodations for between 60,000 and 70,000 vet erans.
