Hs Is out o f work and In desperate straits. Underwood, who had once bean engaged to Howard's step mother, Alicia, Is apparently In prosper ous circumstances. Taking advantage of his Intimacy with Alicia, he becomes a •ort of social highwayman. Discovering his true character. Alicia denies him the house. He sends tier a note threatening suicide. Art dealers for whom he acted as commissioner, demand an accounting. He cannot make good. H oward calls at his apartments In an Intoxicated condi tion to request a lonn of $2,000 to enable him to take up a business proposition. Howard drinks himself Into a maudlin condition, and goes to sleep on a divan. A caller Is announced and Underwood draws a screon around the drunken Sleeper. Alicia enters. She demands a iromlse from Underwood that he will not ake his life. He refuses unless she will renew her patronage. This shs refuses, and takes her leave. Underwood kills himself. Clinton, notorious for his brutal treatment of prisoners, puts Howard through the third degree, and finally gets an alleged confession from the harassed man. Annie, Howard's wife, declares her belief In her husband’s Innocence, and calls on Jeffries, dr. He refuses to help unless she will consent to a divorce. To save Howard she consents, but when she finds that the elder Jeffries does not In tend to stand by his son, excepc finan cially, she acorns Ills help. Annie appeals to Judge Rrewster, attorney for Jeffries, dr., to take Howard's case. He declines. It Is reported that Annie Is going on the stage. The hankor and his w ife call on Judge Brewster to find some way to pre vent It. Annie again pleads with Brew ster to defend Howard. He consents. Alicia Is greatly alarmed when she learns from Annie that Brewster has ta ken the case. She confesses to Annie that she called on Underwood the night o f his death and that she has his letter In which he threatened suicide, but begs for time before giving out the Informa tion. Annie promises Brewster to produce the missing woman at a meeting at his home. Brewster accuses Clinton of forcing a confession from Howard. Capt. Clinton entered, fol lowed by Detective Sergeant Maloney AUcla shrank back In alarm. “ I thought Judge Brewster was here," said the captain, glancing sus piciously round the room. "I'll send for him," said Annie, touching a bell, “ Well, where's your mysterious wit ness f” demanded the captain sarcas tically. • He looked curiously st AUcla. "This la Mrs. Howard Jeffries, 8r.," said Annie, “ my husband’s step mother." The captain made a deferential sa- luta. Bully as hs .was, he knew how to be courteoue when It aulted his purpose. He bad heard enough of the wealthy banker’s arlstocratlo wife to treat her with respect. "Beg pardon, m'm; I wanted to tell the Judge I was going.” The servant entered. "T ell Judge Brewster that Capt. Clinton Is going," said Annie. AUcla, meantime, was once more on the verge of collapse. The long threatened expose was now at hand In another moment the Judge and per haps her husband would come In, and Annie would hand them the letter which exculpated her husband. Judge Brewster held up a restrain ing hand. ‘‘Please say nothing,” he said with dignity. “ No, I guess I’ll let him talk. Go on, captain,” Bhe said with a smile, as If thoroughly enjoying the situa tion. AUcla came forward, her face pale, but on it a look of determination, as If she bad quite made up her mind as to what course to pursue. In her hand was Underwood’s letter. Ad dressing Annie, she said, with emo tion: “ The truth must come out sooner or later." Seeing what she was about to do, Annie quickly put out her hand to stop her. She expected the banker's wife to do her duty, she had Insisted that she must, but now she was ready to do It, she realized what it was cost ing her. Her position, her future hap piness were at stake. It was too great a sacrifice. Perhaps there was some other way. “ No, no, not yet,” Bhe whispered. CHAPTER X V I11.— Continued. “ It does stun one, doesn’t It?" went on Annie. “ You can’t think when It comes all of a sudden like this. It’s ]ust the way I felt the morning they showed me Howard’s confession.“ “ Prison! Prison!" walled Alicia. Annie tried to console her. "Not for long," she said soothingly; “ you can get ball. It’s only a matter of favor—Judge Brewster would get you out right away.” “ Get me out!” cried Alicia distract edly. “ My God! I can’t go to prison! I can’t! That’s too much. I’ve done nothing! Look— read this!” Handing over Underwood’B letter, she went on: “ You can see for yourself. The wretch frightened me Into such a state of mind that I hardly knew what I was doing—I went to his rooms to save him. That’B the truth, I swear to Ood! But do you suppose anybody will believe me on oath? They’ll— they’ll— " Almost hysterical, she no longer knew what she was saying or doing. 8he collapsed utterly, and sinking down In a chair, gave way to a pas sionate fit of sobbing. Annie tried to quiet her: “ Hush!" she said gently, “ don’t go on like that. Be brave. Perhaps It won’t be as bad as you think." She unfolded the letter AUcla had given her and carefully read It through. When she had finished her face lit up with Joy. Enthusiastically she cried: "This Is great for Howard! What a blessing you didn’t destroy It! What a wretch, what a hound to write you like that! Poor soul, of course, you went and begged him not to do It! I ’d have gone myself, but I think I’d have broken an umbrella over his head or something— Gee! these kind of fel lows breed trouble, don’t they? Alive or dead, they breed trouble! What can we do?" Alicia rose. Her tears had disap peared. There was a look of filed re solve in her eyes. "Howard must be cleared," she said, "and 1 must face it—alone!” "You’ll be alono all right,” said An nle thoughtfully. "Mr. Jeffries will do as much for you as he did for his son." Noticing that her companion seemed hurt by her frankness, she changed the topic. "Honest to God!" she exclaimed good naturedly, " I ’m brokenhearted— I'll do anything to Bave you from this — this public disgrace. I know what It means— I’ve had my dose of It. Hut this thing has got to come out, hasn't It?” The banker's wife wearily nodded assent. “ Yes, I realise that," she said, “ but tho disgrace of arrest—I can’t stand It, Annie! I can’t go to prison even If It's only for a minute.” Holding out • trembling hand, she went on: "Give me back the letter. I'll leave New York tonight I’ll go to Europe—I’ll send It to Judge Brewster from Paris." Looking anxiously Into her compan ion's face, she pleaded: "You'll trust me to do that, won't you? Give It to me, please—you can trust me.” Her hand was still extended, but Annie Ignored It. "No— no,” she said, shaking her head, ” 1 can't give It to you how can I? Cordova, Alaska— Although five days have passed since Katmai volcano burst forth in eruption, there has been little relief here from the volcanic smoke and ash which hang low over the mountains. The first real danger here from the volcanic action was made apparent when a heavy rain be gan to fall, the water mixing with the ash in forming sulphuric acid, which burned painfully whenever it came in contact with the unprotected parts o f the bodies o f people on the street. Suffragettes Win Mercy. London—The sentences o f the m ili tant suffragettes, Mrs. Emmaline Pankhurst and Mr. and Mrs. Pethick Lawrence, joint editors o f Votes for Women, have been modified by Regin ald McKenna, home secretary. Alaska— A cannery tender from Uyak. on the Shelikoff strait shore o f Kadiak island, brought word that the people there are safe, but it ia thought that seven fishing villages, with a total population o f 200, on the Alaaka peninsula, in the immediate vicinity o f Katmai volcano, were de stroyed by the recent volcanic erup tion. Health Certificate Must Accompany Plants Sent by Postage. Admirers o f world-famed Oregon roses cannot send a cutting from one o f these plants through the United States mails without first obtaining a certificate from a horticultural officer certifying that the plant is pest-free. I f the cutting is procured from a nur sery, the certificate must stipulate that the nursery has been inspected under the direction o f the state’s hor ticultural department and found to be free from pests. I f the plant is grown by an indiviual rose fancier the certificate must show that it is im mune from vermin o f any kind. This is the effect o f an order made by the Postoffice department. The or der applies to all field-grown plants. “ Many Portland people have been in the habit o f annually mailing cuttings from a choice rose plant to friends in the East and elsewhere,” said Assis tant Postmaster Williamson. “ With the enforcement o f the new order enunciated by the department, mail packages containing these cuttings as well as those o f ail field-grown plants, must be accompanied by the required certificate, showing that they have passed inspection by an officer of the horticultural department and are entirely free from pests.” BIG C O N T R A C T SECURED. L. G. Westfall to Saw 3.000,000 Feat o f Timber for Electric Co. Hood R iver— L. G. W estfall, who was in the city securing supplies and contracting for a cook to board his crew, states that he has secured a contract from the Northwestern Elec tric company, which has begun the construction o f a huge dam on the White Salmon river just opposite this city, to saw the 3,000,000 feet o f tim ber to be used in the building o f the dam. The Northwestern company, which has purchased the holdings o f the Wind River Lumber company and which plans to furnish electrical energy to the City o f Portland, now owns an enormouB quantity o f pine and fir timber along the W hite Sal mon. Mr. W estfall will continue his mills, after the dam contract is ful filled. He says he has made a con tract with the electric company to saw 40,000,000 feet o f its timber. OFF YEAR FOR PE TITIO N S . Surfeit o f Initiativs Measures Brings About Reaction. Salem— That this year is one that augurs ill for the fate o f the majority o f the measures Which will be put be fore the people by the initiative in particular is the burden o f statements o f those who have been circulating petitions for various measures out o f Salem. Not only has signature-getting been proving difficult for many o f the meas ures, according to the reports, but on top o f that those who have been doing the circulating state that they have found practically universal expressions that people will have a tendency to slaughter measures this year. They say many who have signed petitions have done so with the state ment that they intended to vote against the particular measure in question and all other measures unless they have a pertinent interest in it or some extensive knowledge o f the other measures. This condition has been brought about, declare those who have been watching the situation, by a surfeit o f measures in past years, and in many cases the passage o f legislation which has proved detrimental pr promises to bring about dire results if followed out to conclusion. Those who have been putting afloat the measures for the proposed rational tax reform movement have found on every hand declarations against nu merous bills on the ballot, and this has been true in numerous other instances. BERRY PICKING SEASON ON. Hood River Folk Busily Engaged in Gathering Products. Salem — Discovery has been made that the aphis this season is not only attacking the gardens and orchards at the asylum farm, but also the grain fields, and the prediction is made that unless hot weather stays the opera tions o f the pest, the damage to the grain w ill be great. During past years considerable trouble has been experienced with relation to the pest attacking the gardens and orchards, but this is the first time in the history o f the valley, as near as can be learn ed, when it has attacked grain. The pest is particularly prevalent in the vetch crop, and it is feared it has also extended its operations to the clover and other fields. Oregon Agricultural College, Cor vallis— Reports coming to the Oregon Agricultural college indicate that the Western potato flea beetle is attack ing the potato vines in various parts o f the state and doing considerable damage. “ Probably the most serious pest of the tomato and potato plants, at this time o f the year, is the Western po tato flea beetle, scientifically known as epitrix subscrinita,” said Professor Lovett, assistant entomologist at the college, in discussing some letters re ceived on the subject. “ The spray to be used for this flea beetle is a com bination Bordeaux and lead arsenate spray. Only wooden vessels should be used in handling Bordeaux mixture. I f only lead arsenate is used, apply at the rate o f two pounds to 50 gallons of water.” Aphia Attacks Grain, Too.
