During the reign of Emperor Sou- fougue In Haiti one of his generals wrote to an eminent oculist In Paris ordering a glass eye. The oculist flat tered himself that a successfully con structed artificial optic would secure for him a decoration of honor by the Hatlan government; accordingly, he devoted his entire Bklll to the produc tion of a work of art. Six months after the shipment of the eye to Haiti, the oculist received a small box from Haiti. In his Imagina tion he pictured the golden testimonial to his skill, so It was with horror that, when he had unwound the folds of cot ton In the box, he saw returned his work of art. A letter accompanied the box. Among other things It said: “The eye you have forwarded me Is of a tint that resembles that of the Spanish flag, and I am too patriotic to wear any but the color of my coun try.” Whereupon the oculist proceeded at once to the admiralty, where he ascer tained the colors of the Haitian flag. Of Washington, April 3.-—Aside from the diplomatic significance and other considerations involved, the movement o f troops to Texas is regarded by the War department officials as having demonstrated the preparedness o f the army. Detailed reports o f the movement of camp conditions are corning in daily. “ It is evident,” said General Wood, chief o f staff, today, “ that the ex perience which the American troops have gained in recent years in the government movements to and from the Philippines has taught them how to move and to move quickly. According to the reports o f Major- General Carter from the headquarters o f the maneuver division at San An tonio, the whole movement has pro duced nothing but satisfaction as a military situation. The ease with which the movement has been carried out and the absence o f confusion, it is said, are attributable distinctly to the lessons learned during the Spanish- American war. In 1898, all the re quisitions came after the arrival o f the troops, and some o f them never reached the troops for which they were intended. On the movement toward the M exi can border the troops took their own supplies with them. A ll the officers had their equipment fready as though in time o f war. Under the new reg ulations, the baggage which they car ried is limited, whereas in 1898 it lit tered the fields and camps. The en listed men carried their shelter tents, blankets, towels, combs and brushs, tooth brushes and soap and everything was ready for their comfort within a short time after detraining. Before the maneuver orders were is sued, it was optional with the enlisted men whether they would submit to in oculation against typhoid. About 25 per cent o f them submitted o f their own will. But troops participating in the Texas event have been inoculated against the disease which demanded so man victims in the fever camps o f the Spanish war period. A ll the Texas troops have also been vaccinated against smallpox. The men have been trained to reject water o f a suspicious character and facilities for boiling are being ar ranged. Extensive experimentation has developed new forms o f sanitary sinks and new methods o f incineration. Patented devices prevent the carrying o f infection by flies and the mess- rooms and kitchens are carefully screened. As a result, health condi tions are reported excellent. “ Experience o f the camp,” reports General Carter, “ may indicate an in crease o f men and a decrease o f equip ment. But in any event it is a very business-like unit and one which needs only be multiplied to make a worthy and useful army.
