In their an tipathy to examinations. Dr. Schaeffer has gone so far as to aay that he hoped he would see the day when examina tions would be abolished. “They are,” he B a ld , “ like drugs, since they have a primary as well as secondary effect In that they cause depression If kept up.” Dr. Schaeffer Is himself a keen stu dent and observer. He has profited by his years of experience since his connection with the public schools of the state and he knows whereof he speaks, says the Philadelphia Inquirer But his opinion In this respset is not the result of deductions on the part of one man alone. There are many others who think with him, some of whom have so expressed themselves and others who, while convinced themselves, are too timid to take a de cided stand In the matter. There Is little doubt that the exam ination Is in many respects a barbar ous Institution. Education Is, In the last analysis, only a means to an end, a process of gradual mental develop ment, a plan by which each day the mind Is broadened. To expect a child to pass successfully on details which it has used only as mental Food and for gotten for five, six, seven or nine months seems not only unjust, but ridiculous. The consequence Is that as examination time approaches there Is a cramming of matter into the mind, mental Indigestion ensues and, not in frequently, even the brightest students are Injured physically. In the big world where results count, a man Is not examined at the end of each year as to his work during the past 12 months. The caliber of his work and endeavor at the end of each day Is what counts, and so It should be In the prepration for this real work. H . l u U f V • t e l Washington— The provisional gov ernment of Nicaragua is tottering to its fall, the Madriz army is demoral ized, consternation reigns in Managua and Dr. Madriz, his general-in-chief, Toledo, and general Irias, are prepar ing to flee the country. This, in effect, is the news received by the State department from United States Consul Olivares at Managua, and these advices are confirmed by dis patches from Mr. Johnson, United States consul at at Corinto. The panic in the capital is threaten ing the lives and property of Am eri cans. Crowds are reported traversing the streets crying, “ Death to the Americans.” White the cruisers Vicksburg and Yorktown are at Corinto and in close touch with the situation, the legation and consulates in Managua are under heavy police guard and preparations have been made to meet attacks on American lives and property. The situation grew out of the victory won Thursday by the revolutionists, who defeated a strong column o f gov ernment troops and crossed the Tipi- tapa river. The removal o f the government army seems complete. Mr. Olivares reports that General Toledo, who was in com mand o f the Madriz troops, arrived in Managua following his defeat and announced that his force had been seized with panic and fled when at tacked. Soldiers made their escape to Grenada while others continued their flight to the capital. Grenada appears to be at the mercy o f an undiciplined mob o f soldiers, who are reported to be pillaging the houses there. It is added that the Estradan force is already at the gates of the city and is preparing to take the place by as sault. From the evident demoralized condition of the Madriz forces, observ ers believe that Granada will be taken by Estrada with little trouble and the way to the capital thus practically will be clear. It seems the unanimous opinion in Managua, Mr. Olivares reports, that the power o f Madriz is steadily weak ening and that his overthrow may be momentarily expected. The revolu tionary army ia only 20 miles from the capital and the capture o f Managua is looked upon as inevitable. Clover Creek, Ore.— The forest fire which has been raging here for the past week is still spreading and the soldiers promised have not yet arrived, and there are not men enough to con trol the flames. San Francisco— For the fourth time within two years the mill o f the Pacific Coast Mill & Lumber company, in Oak land, was wrecked Saturday night by exploding dynamite.
