Bluefields, Nic., June 7.— General
Estrada, leader o f the provisional gov­
ernment, has repeated the offer that he
made last March to Madriz lookidg to
the establishment o f peace.
The conditions of his proposal pro­
vide for the friendly ¡mediation o f the
United States, that country to desig­
nate the Nicaraguan whom it considers
most fit to occupy the presidency pro­
visionally, neither Dr. Madriz nor Gen­
eral Estrada being eligible; the pro­
visional president to convoke elections
for a constitutional president.

President Returns Home.

own eyes the conditions under which
the men who are building the Catskill
aqueduct to New York City are work­
ing, Miss Anne Morgan, daughter o f J
P. Morgan, went 500 feet below the
surface of Rondout valley today and
talked for hours with gangs o f Italians
and negroes.
Accompanying her were Miss Fran­
ces Keller, secretary o f the State Im­
migration department, and Dr. David
Flynn, sanitary superintendent o f the
board o f water supply. The trip was
made as a result o f a criticism publish­
ed by Miss K eller in a magazine ar­
ticle.
Miss Morgan had little to say o f her
observations, but she praised the en­
gineers and begged them to “ be kind
to the poor fellow s.”

loss o f labor amounting to $8, that
stumpage values decrease $2, and the
railroads see the vanishing o f tonnage
which cannot be replaced for many
years, the necessity of adopting safety
measures for the prevention o f the re­
petition o f the fires o f 1902 has led to
the organization o f several cooperative
associations.
Oregon and Washington in 1902
helplessly watched the gigantic confla
grations which wiped out a large
amount of the visible assets o f the
states, and also resulted in the destruc­
tion o f two towns, Springwater, Or.,
and Brush Prairie, Wash., more than
20 lives being lost.
That fire occurred in a dry season in
the mountains, [and was only one of
the many which raged along the Cas­
cades and adjacent ranges. It is said
by timber cruisers and millmen from
the upper waters o f the rivers o f the
two states that the year 1910 is thus
far a duplicate o f the conditions which
made possible the losses o f that sea­
son.
Anticipating the danger which is
sure to exist, an effective system o f pa­
trol is being placed in operation, the
railroads, timber owners, state and
county organizations joining with the
forest service in an endeavor to pre­
vent the occurrence o f fires and to con
trol those which may be started.
Many o f the large railroads on the
Coast have begun clearing their rights
o f way o f all inflammable material for
a distance o f 100 feet on either side of
the center o f the track,¡equipping their
engines with spark arresters and in­
structing train crews and employes in
fire fighting. Sparks from railroad en­
gines have proved the greatest cause
o f fires, and are followed by donkey en­
gines, hunters’ and campers’ fires, mill
smokestacks and lightning. One o f the
destructive fires o f the Coos Bay re
gion was caused by a settler knocking
the ashes from his pipe among the dry
leaves and twigs beside a log on which
he was resting.
An effort w ill be made to keep in
touch with slash burnings made by
settlers and to warn all persons enter­
ing the forests o f this state o f the ne­
cessity o f exercising care in handling
fire. The forest lands are now plaster
ed with warning signs.
In this manner it is hoped to save
the tremendouus values which are be­
coming available with the development
of railroads.
Timber sections which
at one time sold in Oregon for $500
have recently changed hands for as
much as $160,000. On that basis the
prevention o f forest' fires becomes a
matter o f stern business.
Steamer Brings $900,000.

er Schwatka arrived from Fairbanks
yesterday, the first boat o f the year
from the lower Yukon. The Schwatka
brought $900,000 o f Tanana gold for
Seattle. The gold is being shipped

er will bring $1,000,000 o f Fairbanks
dust. The Schwatka sailed immedi­
ately for the Iditarod, carrying 35 pas­
sengers to that point and 15 to other
points.
