Washington, Feb. 15.— Robert E. Peary, discoverer of the North Pole, had the experience today o f being dec orated by a foreign scientific society and vituperated by a fellow explorer and countryman. Furthermore, it was announced that congress may supply funds with which the American who has been farthest north will lead an expedition to the Antarctic seas to lay claim to territory discovered nearly 100 years ago by an other intrepid American and over which no flag has yet been flown. The Italian Geographical society is the organization that has conferred the decoration on Commander Peary. Secretary Meyer, on whom the ex plorer called today, announced that if it was decided to have Commander Peary head the expedition that will lay claim to Wilkes land on behalf o f the United States, President T a ft may ask congress to provide the funds for car rying out the expedition. In view of the interest now attach ing to the search for the South Pole, Wilkes land has suddenly become of importance. Neither Secretary Meyer nor Com mander Peary would give the nature o f their conference, which occupied more than an hour. It is not improb able that the secretary explained to his caller reasons for defeat in congress of the attempt to have the explorer hon ored with the rank and pay of a rear admiral. The house committee on naval affairs, which voted down the proposi tion, has received a number o f letters condemnatory and otherwise. One was received today from Captain S. B. Os- bon, Secretary of the Arctic club of America, which is bitter in the ex treme. Captain Osbon. who championed the cause of Dr. Cook in the recent Peary- Cook controversy, did not mince words in denouncing Mr. Peary and attribut ing to him infraction of practically all the arts o f good taste and decency. He said: ‘ ‘ To have given this selfish egotist, this braggart, the rank o f rear admiral, would be a foul blot on the records of congress and an insult to the navy of the United States. It would have dis gusted millions o f our citizens who have no confidence in this alleged pole- hunter and Arctic fur trader and story teller, who for nearly a quarter o f a century has been living off the people and sailing under a naval rank to which he had no legal right. OF THE H im Alio Mangled Operator Crawls to Key and Sends Warning. Mankato, Minn., Feb. 15.— With one foot cut off and both legs so badly mangled that he could not walk, Ru dolph Elmquist, an 18-year old tele grapher. crawled half a mile, bleed ing and faint, to his station and sound ed a warning to Mankato which saved the lives o f 200 persons aboard the Great Western train. Then Elmquist fainted from pain and loss o f blood. He had followed his custom o f board ing an evening freight train caboose from Benning, his station, to Manka to. This time he slipped, fell under the train and fearfully mangled from the knees down. The track was sup posed to be clear for passenger trains. Elmquis^ knew that it was not, and in his agony’ he realized what would hap pen i f the passenger crew were not warned. He was more than half an hour on the way back, but he was in time. Bursting Tube Scalds Eight. San Diego, Feb. 15.— One man ie deaH, five are badly burned, one o f whom may not survive, and two are painfully scalded about the face and bands as a result o f a boiler tube blow ing out in the forward battery o f the torpedo boat destroyei Hopkins ad 7 :30 this morning. R. E. Taylor, a first class fireman, is the first to succumb to the terrible burns sustained in the rush o f steam and flames before the men in the boiler- room could escape. He died after 11 hours of agony. Vessel Was Seaworthy. New York, Feb. 15.— Attorneys for the Alaska Pacific Steamship company, owners o f the steamer Kentucky, which foundered off Cape Hatteras, issued a long statement tonight deny ing that she was sent out in an unaea- worthy condition with the knowledge o f the company’s officers. The vessel, says the statement, had been properly inspected and passed by representa tives of the owners and the govern ment, both before she left here and af ter repairs had been made at Newport News. Canadian Kacific Divides Montreal, Feb. 15.— The directors of the Canadian Pacific Railroad com pany today declared a dividend o f 2 per cent on the preferred and 3 per cent on the common for the half year ending last December, payable on April 1. It was derided that one-half o f 1 per-cent on the common stock al so would be paid at the time out of the interest on the proceeds o f land aales. There is a surplus for the half year ending December last o f $10,011,917. Crrcks-nen O ff in Auto. Dodge City, Kan., Feb. IS.— Rob bers who traveled in an automobile stole 13,575 from the State Bank o f Ford, 20 milea southeast o f here, to day. Four charge* of nitro-glycerine were used in blowing up the safe. She— He told a ty, But Cannot Con straightforward story about how his vince the Twelfth Ship went to pieces on the coast of Switzerland Portland, Feb. 14.—-One juror, and one alone, has saved Binger Hermann from conviction on the charge of con spiracy to defraud his country out of its public lands. That one juror withstood the pleas o f his fellow talesmen from Friday forenoon at 11 o’clock until this morn ing at 9. His position proved beyond the power o f argument to shake, and the twelve men came before Judge Wolverton this morning with the re port that they could not reach a ver dict. Judge Wolverton discharged the jury from further duty, and the first trial of Binger Hermann was closed, after five weeks of testimony and ar gument. When further instruction was asked o f the judge Saturday, fear began to be feit of a hung jury. The hours that passed without a verdict Sunday brought conviction that the jury would be unable to agree. This morning the conclusion was confirmed by the appearance o f the jury in the courtroom, when its fore man announced that an agreement was impossible, and asked that the 12 men be discharged from further attendance upon the court. Judge Wolverton was loth to have the case terminated without a verdict. But the positive assurance o f the men that agreement could not be reached, le ft no alternative. In view o f the long time spent in deliberation, and the positive assertion o f the jurors that they could not agree, the judge found it useless to confine the men longer, and discharged them from the case. Disagreement had been feared, but few who had been speculating on the issue had thought the margin would be so narrow as on«. Mr. Heney and his assistants were absolutely confident "of a conviction. Mr. Hermann, on the other side, expressed his faith in ac quittal, and did not seem to worry over the delay in reaching an agreement. When 'the rep- rt o f disagreement was made, the aged defendant showed more signs o f concern than at earlier stages o f the case, and when it waa ru mored through the corridors that only one man stood out, friends of Mr. Her mann realized the danger to which he had been subjected, and gave voice to their concern.
