K e y West, Fla., Oct. 12.— As a result
of the hurricane which struck the
southern coast o f Florida today, K ey
West tonight is a mass o f wreckage,
aud the damage to property is esti
mated at $ 2 , 000 , 000 .
M artial law was proclaimed, and the
K ey West guards took charge of the
city.
The United States government has
beeu asked to dispatch troops here
without delay.
Chaos reigned on every hand, aud
few people remained in their homes.
Hundreds
of
houses
were
totally
wrecked, and others damaged.
W hile the hurricane is the worst that
K ey West has ever experienced, the
local weather observer said tonight
that the indications are that the entire
east coast o f Florida would suffer.
One hundred vessels were in the har
bor, but five remained at anchor, the
others having either gone to sea or
been washed upon the beach. Streots
along the waterfront are a mass of
wreckage.
Brick, as well as frame buildiuga
throughout the city suffered from the
hurricane, and many close escapes from
death have befen reported.
Several factories were partly de
stroyed, including the Havana-Ameri-
cau, Martinez, Nichols, Huy Lopez,
Manuel Lopez, Fleitas Toreya, Cortez
and W o lf cigar factories. The top of
the First National bank was blown off
and the postoffice is damaged.
It is known that many have suffered
serious injury, and unconfirmed reports
say that several lives have beeu lost.

Insulting Aggression o f Japan Is Olven
as Reason.
* Tokio. Oct. 12.— Copies o f circulars
issued in North China b j a body of
Chinese calling itself the Popular As
soeiation o f the Three Eastern P ro v
inces have been received in Japan after
having been spread broadcast among
Chinese o f the lower classes. The cir
culars contain inflammatory statements
against the Japanese. They bear upon
wliat is called the “ weakness o f poor
China” and the “ insulting aggression
o f Japan.”
Assertions are made that Japan has
devastated the arable lands o f North
China and has enslaved laborers along
the line o f the Antung Mukden railroad,
that Japanese officials have beaten the
men, insulted the women aud terrorized
the people.
The circulars point out that the weak
ness o f China in a m ilitary sense
makes it impossible for her to resent
this treatment, except by a boycott, and
call upon the people o f China generally
to refuse all dealings with the Japanese-
A ll students and persons who value

the doctrines and join in adopting the
programme o f the association. Failing
in this, they are threatened with vio

The document concludes with the re
quest that Chinese vehicles, vessels and
railroads refuse to carry Japanese
goods. An endless chain is sought on
the request that patriotic citizens into
whose hands the circulars may fall shall
have them reprinted and scattered
broadcast, until Japan is completely
shut out from all commercial communi
cation with China.
These circulars have created some
thing o f a sensation in Japan. Kffort
is being made to provent the spreading
o f their contents among Japanese o f the
ignorant class because the danger o f
arousing feelin g at this time is recog
nized.
Meanwhile there is reason to believe
that Japan has called, or will immedi
ately call the attention o f the Chineso
authorities to the boycott propaganda,
demanding that tho circulars be out
lawed as illegal documents, and that the
DopulaV Association o f the Three Fast-

Tho exact method by which China is

N ew C hief o f Police Exposes Terrible
Condition in Chicago.
Chicago, 111., Oct. 12.— Appalling con
ditions brought to light during the trial
o f Inspector McQunn o f vice conditions
on tho W est Side, the immediate fo r
mation of Jewish crusnders to drive
their people out o f the pnndering busi
ness, the organization o f reformers,
state, nationnl and international, to
check, i f possible, tho infamous “ white
sla ve” traffic, all expose the shameful
fact that two men who have grown
enormously rich in criminal business
still hold important municipal positions
here and continue to have a prominent
voico in making the city laws.
The drastic order issued last night by
Chief o f Police Steward to all mem
bers o f the department to stamp out
vice, exposes frightfu l conditions in the
first, ward, tho very heart o f tho city,
where two politicians who hold office
in the city council are collecting an
nually more than $117,000, every penny
of which is spotted with blood and
crime. These two men and their army
o f “ specialists” have tho groat red
light district on the South Side abso
lutely under control.
From the dives, tho shady hotels, the
saloons and the gamblers o f tho South
Side territory, extending to and em
bracing the Tw enty second street “ red
lig h t” levee, two powerful business
men o f tho district nre pocketing a
golden stream o f graft.
For years the gigantic system of
corruption has obtained. I t puts the
West Side ring o f tribute collectors
that was routed by S ta te’s Attorney
Wayman, through tho conviction of
Police Inspector McGann, to shame. An
army o f lieutenants has been mar
shaled together to see to it that no
blood stained penny even escapes the
coffers o f tho master-soldiers o f the
night. They are constantly on guard.
N o breaks o f faith ever sever the
masters from the victims. There are
novor any knife-in-the-back tactics
that result in scandals.
