A CIRCULAR
The following circular has been sent
to Registers and Receivers of local
Land offices by the Commissioner of
the General Land Office at Washing
ion, D. C:
Your attention is called to that part
of the act of June 29, 1906 (34 Stats.,
362 ), which reads as follow:
"That no notory public shall be
authorized to take acknowledgments,
administer oaths, certify papers or per
form any official acts in comnection
with matters in which he is counsel,
attorney or agent, or in which he may
be in any way interested before any of
the departments aforesaid."
Although this statute forms a part of
the act of Congress amending section
558 of the Code of Law for the Dis
trict of Columbia, it has recently been
construed by the Attorney-General to
apply to notaries outside of this Dis
trict; and' you are therefore directed to
scrutinize all affidavits and papers filed
in your office for the pupose of seeing
that they are not executed in conflict
with this stafute.

publish o':ituary notices of people who
while living failed to subscribe to his
paper gives this pointed reason:
"People who do not take their home
paper are dead anyway, and their
mere passing away is of no news
value."

A young man calls on his girl and
takes a small red apple. At the prop
er time he tosses the apple in the air.
If it comes down he kisses the girl; if
it stays up he doesn't. .This seems
like a nice game and should prove
popular in this vicinity, providing the
apple holds out.

A newspaper is a pretty good index
of a city. That is recognized every
where. If the paper has a healthy
appearance the town or city is gen
erally set down as healthy. Thousands
of people see the paper representative '
of the city they have never seen and
form their good opinions. The value
of these opinions can not be measured,
smiles, good words, a friendly grasp of
the hand, costs but a little effort, yet
they are mighty in their influence. A
healthy newspaper makes a healthy
sentiment and a healthy sentiment
makes a healthy town.
