Although Oregon plans to
make psilocybin legal statewide
in 2023, Hermiston may be
voting to prohibit the drug.
Hermiston City Council at
its meeting Monday, July 11,
discussed a ballot measure that
would give Hermiston resi-
dents a vote on whether or not
to make therapeutic psilocybin
legal in town.
The ballot is in response to
Measure 109, a statewide mea-
sure voters passed in 2020 that
allows those 21 and older to

Umatilla County Circuit Court (interest, court costs
and fees not listed):
Paul Stanton Pfenning, 35, of Umatilla, pleaded not
guilty to 2022 charges of harassment and fourth-de-
gree assault; sentenced to 20 days of incarceration and
two years of probation, $400 in fines and fees.

enue on a report of a domestic disturbance.
10:52 a.m. — Hermiston police received a report of child abuse/
neglect.
2:54 p.m. — Umatilla County sheriff’s deputies responded to
East Punkin Center and Canal roads, Hermiston, on a report of a
domestic disturbance.
5:04 p.m. — Umatilla police responded to Pik A Pop, 1010 Sixth
St., on a report of a domestic disturbance.
10:37 p.m. — Boardman fire responded to Frontage Lane on a
report of a grass fire and extinguished the blaze.

12:23 p.m. — A caller in Heppner reported someone punched
him in the chest over an argument about rights of way. Morrow
County Sheriff’s Office responded and took a report.
2:18 p.m. — A male asked to speak to a Hermiston police of-
ficer. He said on July 2 he reported his girlfriend missing out of
Umatilla, and since then someone stole his phone and he wants to
see if Umatilla police have tried to contact him.
7:15 p.m. — Hermiston police responded to Westview Drive
and West Hartley Avenue on a report of an assault.
8:34 p.m. — Stanfield police responded to East Locust Street on
a report of a domestic disturbance.
10:33 p.m. — Umatilla police responded to Tri-Harbor Land-
ing Apartments, 210 Klickitat St., on a report of a domestic distur-
bance.
THURSDAY, JULY 7
4:51 a.m. — A 911 caller at County Club Manor Apartments,
605 Umatilla Ave., reported the theft of a vehicle.
3:05 p.m. — Umatilla County sheriff’s deputies responded to
East Elm Avenue, Hermiston, on a report of an assault.
8:23 p.m. — A 911 caller on East Highland Avenue, Hermiston,
reported a domestic disturbance. Umatilla County sheriff’s depu-
ties responded.
FRIDAY, JULY 8
12:53 p.m. — A 911 caller on Wildwood Lane and Highway
730, Umatilla, reported a domestic disturbance. Umatilla County
sheriff’s deputies responded.
7:33 p.m. — Umatilla County sheriff’s deputies responded to
Warehouse Beach, Highway 730, Umatilla, on a report of harass-
ment. Deputies issued a citation.
7:53 p.m. — A 911 caller at Vista Park Mobile Home Park, 1800
N.E. 10th St., Hermiston, reported the theft of a vehicle. Umatilla
County sheriff’s deputies responded.
10:31 p.m. — Umatilla County sheriff’s deputies responded to
Northeast Peace Lane, Hermiston, on a report of a domestic dis-
turbance.
10:38 p.m. — Hermiston police responded to West Madrona
Avenue on a report of a domestic disturbance.

bin still will not be available for
retail sale.
With the measure, though,
comes another option: Cities
that do not want legal mush-
rooms can opt out in Novem-
ber 2022.
“This is basically a use it or
lose it opt-out option,” Herm-
iston Planning Director Clint
Spencer said to the council.
“This is the one opportunity
that we have to pass a prohibi-
tion otherwise it becomes legal
effective Jan. 2.”
Spencer referenced the
voting history of the city of-
ten during his presentation.
Hermiston voted against
marijuana legalization in
2015 and still prohibits the
sale or distribution of med-
ical and recreational mari-
juana in the city.
The council moved to dis-
cuss the psilocybin matter fur-
ther. Hermiston Assistant City
Manager Mark Morgan said
all signs point toward the opt-
out being on the ballot in No-
vember.
In other action, the council
approved a supplemental bud-
get to staff a city information
technology department.
“IT can be viable if it’s
turned into a quasi-enterprise,”
Morgan said. “For the largest
city government in the area, it
makes sense. We can shop the
service out to other areas.”
Morgan said Morrow
County and Umatilla already
have deals in place, and the
July 11 meeting referenced
Stanfield joining in.

report of a vehicle rollover on Bombing Range Road, Lexington.
No one was in the vehicle at the time of the call.
SUNDAY, JULY 10
1:53 p.m. — Morrow County Sheriff’s Office responded to a
driving complaint of two vehicles that appeared to be traveling 110
mph, eastbound, on Interstate 84 near Arlington.
8:35 p.m. — Morrow County Sheriff’s Office received a report
regarding a donkey that was on Highway 207 near Heppner.
MONDAY, JULY 11
8:08 a.m. — A caller on Cherry Street, Umatilla, reported there
are two or three German shepherds at large in the area.
10:04 a.m. — A caller in Ione reported a male was using a third
party to gather information about a person in violation of a re-
straining order.
10:42 a.m. — Boardman Fire Rescue District responded to a call
about a 75-year-old man in a black SUV on the westbound side
of Interstate 84 at Boardman who was shocked by his defibrilla-
tor. An ambulance took him to Good Shepherd Medical Center,
Hermiston.
2:16 p.m. — A caller asked the Morrow County Sheriff’s Office
to send a deputy to Two Old Hags Pizza, 111 S. Court St., Hep-
pner, where the meeting about recalling county commissioners
was happening. The caller said they have been receiving aggressive
messages and were concerned the meeting could get out of hand.
3:57 p.m. — A caller on Depot Lane, Irrigon reported a relative
assaulted her. Morrow County Sheriff’s Office responded and took
a report.
11:17 p.m. — Medics responded to a site on Boardman Avenue
Northeast, Boardman, for a 15-year-old who was feeling ill after
consuming mushrooms. An ambulance took the teen to Good
Shepherd Medical Center, Hermiston.

21, for fourth-degree assault.
• Umatilla police arrested Miguel Angel Rosales Ayala, 24, for
harassment and fourth-degree assault.
July 7
• Morrow County Sheriff’s Office arrested Alberto Garay Va-
rela, 30, for first-degree theft.
July 9
• Boardman police arrested Ruben Antonio De La Cruz, 28, for
driving under the influence of intoxicants.
July 12
• Umatilla police arrested Jose Lepe Jr., 30, for interfering with
making a report, harassment, aggravated harassment (a felony)
and a warrant for failure to appear.

Robert ‘Bob’ Joseph Fiocchi
November 2, 1952 - July 1, 2022
Robert “Bob” Joseph Fiocchi (69) was
born at Travis Air Force Base in Fairfield,
California, on November 2, 1952, as the
oldest son of Robert Fiocchi and Rosemary
Hull Fiocchi.
He
passed
away
peacefully after a family
prayer with all his sons and
their wives at his bed side on
July 1, 2022.
Robert attended grade
school and high school in
Portland, Oregon. He was a
Boy Scout and Eagle Scout.
In 1969, Robert joined
the Marines at age 17.
He graduated from basic
training in North Carolina
and attended a NATO
Conference in Canada. He spent his 18th
birthday on a plane to Vietnam where he
was a body guard to U.S. Ambassador
Ellsworth F. Bunker. Robert saved the
ambassador when a grenade was thrown at
him. He also saved the lives of eight fellow
Marines in a burning building before being
overcome with smoke. He was sent back
to Travis Air Force Base for hospitalization
from smoke inhalation. Robert was
honorably discharged for medical reasons.
Robert received medals of honor for his
heroic military service.
He became a resident of Hermiston,
Oregon, and attended Albany Community
College and New Hope Church.
Bob worked with Local 500
International Brotherhood of Boilermakers,
Iron Ship Builders, Blacksmiths, Forgers
and Helpers for over 25 years. He worked
in Washington, Oregon, Nevada, and Utah.
He retired from the Coal Fire Plant in
Boardman.
Bob was a jokester and a comedian. He
was a food connoisseur and
motorcycle biker who loved
hunting, swimming, and
history. He loved his sons,
mom and family, and adored
his grandchildren.
We are thankful Bob was
surrounded by family and
that our Heavenly Father
was able to give him that
final rest and peace.
Matthew 11:28, “Come
to me all you who are weary
and burdened and I will give
you rest.”
He is survived by his mother,
Rosemary Borene; his siblings, Roseann
(Steve) Cotton, Virginia (Peter) Monzo,
Mary (Lee) Powell, John (Mary) Fiocchi,
Ellen Hartley and Dale Hartley; his sons,
Rob (Elece), Matt (Danielle), and Lee
(Crystal) Fiocchi; and his grandchildren,
Maggie, Robbie, Delaney, Alana, Alexa
and Aleah Fiocchi
A service was held Saturday July 9,
2022, at the Harkenrider Senior Center in
Hermiston.
Bob requested to be cremated and have
his ashes spread at his cabin near Baker
City, Oregon.
