Hermiston City Council at its meeting Monday, July 11, discussed a ballot measure that would give Hermiston resi- dents a vote on whether or not to make therapeutic psilocybin legal in town. With the measure, though, comes another option: Cities that do not want legal mush- rooms can opt out in Novem- ber 2022. “This is basically a use it or lose it opt-out option,” Herm- iston Planning Director Clint Spencer said to the council. “This is the one opportunity that we have to pass a prohibi- tion otherwise it becomes legal effective Jan. 2.” Spencer referenced the voting history of the city of- ten during his presentation. Hermiston voted against marijuana legalization in 2015 and still prohibits the sale or distribution of med- ical and recreational mari- juana in the city. The council moved to dis- cuss the psilocybin matter fur- ther. Hermiston Assistant City Manager Mark Morgan said all signs point toward the opt- out being on the ballot in No- vember. In other action, the council approved a supplemental bud- get to staff a city information technology department. “IT can be viable if it’s turned into a quasi-enterprise,” Morgan said. “For the largest city government in the area, it makes sense. We can shop the service out to other areas.” Morgan said Morrow County and Umatilla already have deals in place, and the July 11 meeting referenced Stanfield joining in. He passed away peacefully after a family prayer with all his sons and their wives at his bed side on July 1, 2022. Robert attended grade school and high school in Portland, Oregon. He was a Boy Scout and Eagle Scout. In 1969, Robert joined the Marines at age 17. He graduated from basic training in North Carolina and attended a NATO Conference in Canada. He spent his 18th birthday on a plane to Vietnam where he was a body guard to U.S. Ambassador Ellsworth F. Bunker. Robert saved the ambassador when a grenade was thrown at him. He also saved the lives of eight fellow Marines in a burning building before being overcome with smoke. He was sent back to Travis Air Force Base for hospitalization from smoke inhalation. Robert was honorably discharged for medical reasons. Robert received medals of honor for his heroic military service. He became a resident of Hermiston, Oregon, and attended Albany Community College and New Hope Church. Bob worked with Local 500 International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmiths, Forgers and Helpers for over 25 years. He worked in Washington, Oregon, Nevada, and Utah. He retired from the Coal Fire Plant in Boardman. Bob was a jokester and a comedian. He was a food connoisseur and motorcycle biker who loved hunting, swimming, and history. He loved his sons, mom and family, and adored his grandchildren. We are thankful Bob was surrounded by family and that our Heavenly Father was able to give him that final rest and peace. Matthew 11:28, “Come to me all you who are weary and burdened and I will give you rest.” He is survived by his mother, Rosemary Borene; his siblings, Roseann (Steve) Cotton, Virginia (Peter) Monzo, Mary (Lee) Powell, John (Mary) Fiocchi, Ellen Hartley and Dale Hartley; his sons, Rob (Elece), Matt (Danielle), and Lee (Crystal) Fiocchi; and his grandchildren, Maggie, Robbie, Delaney, Alana, Alexa and Aleah Fiocchi A service was held Saturday July 9, 2022, at the Harkenrider Senior Center in Hermiston.
