Applications open for $62M fund for Black Oregonians By ZANE SPARLING OreGOn CapItaL bUreaU A $62 million relief fund is now accepting applica- tions from Black residents picking up the pieces after the novel coronavirus shat- tered lives and livelihoods across Oregon. The Oregon Cares Fund for Black Relief and Resil- iency will distribute the money — taken from the $1.4 billion sent to Oregon via the federal CARES Act — in increments of $1,000, $2,000 or $3,000, depending on the severity of the virus’ impact. Grants are also available for Black-owned businesses and nonprofits. Two nonprofits, The Contingent and The Black United Fund, will manage monetary distribution, and an 11-member Council of Trust was formed to provide oversight. Grant applications will be accepted on a rolling basis, with distribution of the money expected two to three weeks later. The money will be dis- tributed based on need — not on a first-come, first- served basis. The Oregon Legisla- ture’s Emergency Board, which approved the $62 million allocation in July, requires that the money be disbursed no later than Dec. 30, 2020. The transit operator resumed routes in Hermiston on June 4 and is preparing to resume more regional operations on Tuesday, Sept. 8. Kayak to reopen more local routes starting Sept. 8 HermIstOn HeraLd Kayak Public Transit is preparing to enter its next phases of resuming oper- ations throughout East- ern Oregon, according to a press release. Starting Tuesday, Sept. 8, the free bus service will resume its Arrow route between Mission, Pendleton, Meacham and La Grande, the release stated. The Whistler route between Pendleton, Adams, Athena, Weston, Milton-Freewater, Col- lege Place and Walla Walla, Washington, will resume operations on Sept. 21. Kayak is also “ten- tatively” planning to resume its Hopper route with stops in Mission, Pendleton, Heppner, Echo, Stanfield, Herm- iston, McNary, Umatilla and Irrigon on Oct. 5, according to the release. Buses already resumed running along the Metro, Mission Express, HART (Hermis- ton Area Regional Tran- sit), Rocket and Tripper routes on June 4. All passengers are required to wear face coverings and keep 3 feet of distance between themselves and others passengers, along with keeping 6 feet of distance between themselves and the driver.
