A6 • HERMISTONHERALD.COM WEDNESDAY, NOVEMBER 15, 2017 NEWS New drug laws creating burden for police HERMISTON HERALD PHOTO CONTRIBUTED BY HEIDI CARVER The 19-year-old driver of this Oldmobile Alero and a 16-year-old driving a silver Chevrolet pickup were both hospitalized after a crash Thursday morning at Edwards and Feedville road. Two teens injured in crash STANFIELD — A two-vehicle crash Thursday morning near Stan- field sent two teens to the hospital. The crash occurred before 7:50 a.m. at the intersection of South Edwards and Feedville roads when a red 2001 Oldsmobile Alero driven by Hailee Eaton, 19, of Hermiston, traveling south on South Edwards crashed with a silver 1993 Chevrolet pickup driven by Jarett Byrd, 17, from Stanfield, going west on Feedville. The Umatilla County Fire District and sheriff’s dep- uties responded. Emergency workers freed Eaton from the wreck. The sheriff’s office also reported the drivers were the only occupants and both suffered injuries. Ground ambulances took each driver to Good Shepherd Medical Center, Hermiston. Weather prevented an air ambulance from flying to the crash. Byrd is now home, according to Umatilla County Undersheriff Jim Littlefield, and Eaton remains in the hospital with multiple bone and organ injuries. The crash remains under investiga- tion, and Littlefield said the sheriff’s office hopes to know more about the cause of the crash after speaking with Eaton. There were fatal crashes at the same intersection on Sept. 20, 2016 and March 19, 2014. They held a work ses- sion with Hermiston city councilors Monday dis- cussing House Bill 2355, which reduced posses- sion of a “usable amount” of methamphetamine, cocaine, heroin and other hard drugs under two grams to a misdemeanor in cer- tain situations. The offense is still a felony, however, if the suspect has a previous felony conviction, other drug convictions or the cir- cumstances upgrade it to a “commercial offense.” Primus said those details seem to have escaped many people, including offenders who have told the officer arresting them, “What’s the big deal? It’s just a misdemeanor,” and were surprised to discover they were still facing fel- ony charges based on their criminal history. They said the law was creating extra work for law enforcement and the district attorney’s office as they had to look up the defendant’s criminal history and take other extra steps. Instead of being tested in the field, confiscated drugs are now being sent to the Oregon State Police crime lab to be tested and weighed, a process that takes 10 to 11 months because of back- logs created by low fund- ing and staffing. “It is quite a few more steps or hoops to jump through,” Primus said. The law went into effect Aug. 15. According to state lawmakers who voted for the bill, the purpose was to stop filling up prisons with people who could instead receive treatment for drug use. Formed in 1999, Inland North- west Musicians supported musicians in developing their talent. People are invited to join without auditioning.
