WEDNESDAY, AUGUST 3, 2016 HERMISTONHERALD.COM • A5 RECORDS OBITUARY ANNIVERSARIES Patricia ‘Pat’ Smith Hermiston July 29, 2016 Patricia “Pat” Smith passed away on Friday, July 29, 2016, at age 83, in Herm- iston, Ore. She passed away with her family by her side. Pat was born in Portland, Ore., to Stella Coffman and Wayne Arnold. She graduated from Franklin High School in Portland, Ore. She married her husband, Charles Smith, in Smith 1956. Pat and Chuck raised their six daughters and one son in Imbler, Ore. They moved to Hermis- ton in 1983 where they man- aged the Butter Creek Apart- ments. In 1986 they moved to Umatilla to manage the Juniper Apartments. In 1990 they purchased their ¿nal home in Umatilla, where she lived until January 2016, be- fore moving into an assisted living home. Pat was a member of the Emblem Club in Hermiston, Ore., where she served many of¿ces. In 1989 she was elected into the presidency for the Emblem Club where she served for three years. She enjoyed many picnics, bingo, and conventions. She won several awards for the newsletter she published. She loved belonging to the Emblem Club, and her fam- ily joined her many times for events, where she loved to show us off. She was part of the Grandparent Program in 2000 at Sunset Elementary, where she loved helping the teachers and the kids. Pat always said her fam- ily was her life. She was an amazing daughter, mother, grandmother and great-grand- mother, and she al- ways put her family ¿rst. It didn¶t take much to make Grand- ma¶s day, whether it be a phone call, a letter, a card or a vis- it. She enjoyed many road trips, camping trips, looking at Christmas lights and just visiting. She taught us that family meant everything. She had an undeniable love for all who entered her life; everyone she met would end up calling her Mom, sister, or Grandma Pat, whether she was related to them or not. She is predeceased by both her parents, her husband, her son Mark, her grandson Chris, and great-grandson Leo. She is survived by her six daugh- ters, Bonnie Fraunfelder, Donna Townsend, Vickey Black, Jewell Robertson, Myrleen Storms and Barbara Green, as well as 15 grand- children and 15 great-grand- children. Her family invites you to a “Celebration of Life for Pat Smith” at the Best Western in Hermiston, Ore., on Wednes- day, August 3rd at 2 p.m. Welcome to bring a dish, and of course stories, photos, etc. Willard (Bill) and Ruth Olson of Hermiston are celebrating their 0th wedding anniversary. They were married on July 28, 1946, in Salem, Oregon, after Willard came home from WWII. The Olsons lived in Sa- lem for four years, then moved to Portland, Ore- gon, as Willard¶s work as an electrician was based in Portland. Ruth has always been a homemaker. Also, she retired as a school cook from the school dis- trict, then spent several years as a volunteer for Loaves & Fishes, as well as Meals on Wheels. Wil- lard retired from his elec- trical work. The Olsons lived in Portland for 54 years before moving to Hermiston about 12 years ago. Willard has always enjoyed ¿shing, hunt- ing, stamp collecting, and woodworking. Ruth likes cooking, baking, sewing, gardening, and helping :illaUd and 5Xth 2lson in 1946 :illaUd and 5Xth 2lson now their children¶s families. The Olsons have three children: Mike Olson of Pendleton, Shirley Luthe of Hermiston, and Dave Olson of Stan¿eld. Willard and Ruth have four grandchil- dren and 11 great-grand- children. The caller also said there are photos identifying the suspect, who stole hay last week then returned and paid for it. This time, though, the farmer wants to pursue charges. 10:47 a.m. - A guest at Umatilla Inn & Suites, 1370 Sixth St., Umatilla, stole a TV from one of the rooms. 12:18 p.m. - The Uma- WLOOD&RXQW\6KHULII¶V2I¿FH received a complaint about a pasture owner not supplying water to cattle on the property off Lind Road, Umatilla. 2:20 p.m. - A caller on Lewis Street, Umatilla, told police her KXVEDQGFDPHKRPHWR¿QG a pit bull dog and puppies in their yard, and the dogs were “somewhat aggressive.” 6:05 p.m. - An Echo man on North Prescott Street reported the theft of his bank card and ¿VKLQJSROH 9:06 a.m. - A 77-year-old man reported a large beige horse was in his pasture on Kuhn Lane, Hermiston, and he had no way to corral the animal, which was being aggressive. 11:28 a.m. - A woman asked the Umatilla Police Department WRKDYHDQRI¿FHUWHOOWKHPDQ who owes her $300 to pay up. The department considered this a civil issue. 4:44 p.m. - A harassing phone call prompted a report to the Umatilla County Sheriff’s 2I¿FH$PDQVDLGVRPHRQH claiming to be with the Herm- iston Police Department called his father and threatened to blow up his father’s house if he did not pay money. FRIDAY 6:57 a.m. - A man on Feed- ville Road, Hermiston, reported ongoing problems with people dumping in the canal. He said he believed his neighbor is responsible, and Thursday night someone threw in a big mat of grass that plugged his grate and may have burned out a pump. 7:34 p.m. - A woman on Highway 730, Umatilla, called 9-1-1 to report she was in her back yard and someone threw a rock that struck her in the face. She declined an ambulance. 9:20 p.m. - A man reported the theft of his 1999 Ford Taurus from Northwest 11th Street and McConnell Lane, Hermiston. He DOVRLGHQWL¿HGWKHVXVSHFWVDQG said he called them and they refused to return the car. 9:52 p.m. - A Umatilla man reported his wife pushed and hit him several times, then left to go to her mother’s home. SATURDAY 1:37 p.m. - A caller reported a black Dodge pickup tried to run her off Highway 730 be- tween Umatilla and Irrigon. She said she passed the pickup, and the driver then followed her, drove into the oncoming lane and made “hand gestures.” SUNDAY 3:35 p.m. - Traner’s Plumb- ing & Heating at 80611 N. Highway 395, Hermiston, was the target of a burglary. A caller reported someone broke into the shop and stole cash and a 12-gauge shotgun. 6:13 p.m. - A resident on 0DUWLQ'ULYH8PDWLOODKHDUG¿YH gunshots in the area. ARRESTS •Hermiston police arrested Phouphith David Bounxaysana, 42, of Hermiston, for violating probation and for delivery and possession of metham- phetamine and possession of Oxycodone. •Hermiston police arrested Rachel Elizabeth Collyer, 32, of Hermiston, on a misdemeanor warrant for fail to appear and on charges of possession of methamphetamine, felon in pos- session weapon, and carrying concealed weapons. •Hermiston police arrested Edilberto Garcia Ramirez, 34, no address provided, for conspiracy to deliver methamphetamine and possession of meth. The family of Dale and Evelyn Gibson gathered in June for an early celebration of the couple¶s 0th wedding anniversary during a family reunion and celebration of Dale¶s 90th birthday. Dale, a World War II veter- an, served as a paratrooper and staff sergeant in the 13th Air- borne Division (later the 82nd Airborne) from 1944-1946. Evelyn took a train from Spo- kane, Wash., to Fort Bragg, N.C., to marry her high school sweetheart on Aug. 4, 1946, after his return from the Euro- pean Theater of Operations. Following the war Dale helped his uncle in the con- struction business before go- ing on to eventually start his own business, Gibson¶s Cus- tom Collection Breeder¶s Ser- vice. Evelyn worked in the re- tail clothing industry, helped with farm work and assisted Dale with his business. The family lived in Washington, Oregon and California before moving to Hermiston. Their biggest joy in life is enjoying time with their chil- dren Craig and wife Nancy of Gig Harbor, Wash., Gene and wife Judy of Hermis- David Aichele and Becky Spearman were married on August 6, 1966, in Herm- iston, Ore., by Bishop See. Attending were her maid of honor, Treva DeMoss, and his best man, Donald Aichele. They resided in Herm- iston, where David worked at the U.S. Army Depot and attended college. Later, they moved to Spring¿eld, Ore., and ¿nally to The Dalles, Ore., where they currently re- side. They have lived in The Dalles for 43 years. David retired as a senior operator at Celilo Converter Station with Bonneville Pow- er Administration and Becky retired as a well-loved Secre- tary at Dry Hollow Elemen- tary with The Dalles School District. While raising their three children, Jeanne, David Jr. and Lori, they enjoyed par- ticipating and volunteering in various sports: baseball, soccer, swim team, tennis and bowling. They continue to be avid sports fans and enjoy rooting for the Oregon Ducks. Dave and Becky especially Staff writer Hermiston police arrest- ed a 20-year-old man on suspicion he forced his way into the home of an ex-girl- friend and sexually assault- ed her. Umatilla County Circuit Court records show Anto- nio Rodriguez of 10 N.E. Sixth St., Hermiston, faces initial charges of ¿rst-de- gree burglary, ¿rst-degree sexual abuse, ¿rst-degree attempted rape, all felo- nies, and misdemeanor fourth-degree assault. Hermiston Police Chief Jason Edmiston said the survivor came to the police station Monday afternoon and reported Rodriguez as- saulted her at about 3 that morning at her apartment on South Highway 395, Hermiston. Rodriguez and the survivor once had a re- lationship, Edmiston said, and have a child together. Edmiston said Rodriguez stripped the victim, bruised and groped her, and choked her for about 30 seconds. Rodriguez stands 6 feet 2 inches tall and weighs 220 pounds, according to his booking information. Hermiston police tracked down Rodriguez on Wednesday and detec- tive Robert Guerrero ques- tioned him at the police station, 330 S. First St. Edmiston said after the in- terview, Guerrero arrested Rodriguez and booked him into the Umatilla County Staff writer Hermiston police of¿cers used force 14 times in the 2015-2016 ¿scal year, twice as many times as the year before and a little higher than the national average. Police Chief Jason Edmis- ton presented his report to the Hermiston Safety Committee before Monday¶s city coun- cil meeting and provided a copy to the East Oregonian. The department classi¿es a use of force as “any inci- dent which rises to the level of more than just the appli- cation of handcuffs on a per- son.” If of¿cers have to use any physical controls, such as an arm bar take-down or leg sweep, the incident is considered use of force and placed under review. The department used force in 0.94 percent of its 1,492 arrests in the last year. The police department has consistently held use of force incidents to less than one percent for at least the last six years. According to the Bureau of Justice Statistics¶ po- lice-public contact survey, among persons who had contact with police in 2008, 0. percent had force used against them. This is the same national percentage for 2005 and 2002, other years when the survey was conducted. Every use of force by the Hermiston department is re- viewed through an internal chain of command. After an incident where force is used, the supervisor on duty ¿lls out a report, which is forwarded to a captain for review. The captain reviews the incident, which may in- clude watching body camera footage and asking questions or raising concerns. Then the review is forwarded to Ed- miston, who reads through the review and will proceed with a recommendation. Of the 14 suspects arrest- ed by force in the last year, 10 were white, three were Hispanic, and one was black. “If there was ever a time Flowers • Candles • Jewelry • Plants • Balloons & More! where the use of force ap- peared to be based on some kind of bias or other inap- propriate factors or criminal elements were involved, it is my policy and duty to notify the Of¿ce of the Dis- trict Attorney and ask for an outside investigation to be conducted,” Edmiston said in a report to the city council regarding use of force in the department. Though use of force dou- bled over the year, complaints regarding members of the department stayed consistent enjoy ¿shing, camping and hunting in the mountains, and visiting family and friends in the Hermiston area. Dave is a member of The Dalles Country Club and plays golf often. They have seven grandchildren and two great-grandchildren. A surprise 50th wedding anniversary celebration will be held at Spillway Park in Umatilla, Ore., at 11 a.m. on Saturday, August 6, 2016, hosted by their children: Jeanne (Richard) Dorr of Sa- linas, Calif., David Jr. (Tam- ra) of Benton City, Wash., and Lori Aichele of The Dalles. Edmiston said Hermis- ton police cited Rodriguez 10 times and arrested him once before, but he was a juvenile during most of those incidents. Court re- cords show he pleaded no contest in March to operat- ing a vehicle without driv- ing privileges and driving uninsured. with previous years at six. Of those six complaints, two were made by citizens and four were internal adminis- trative reviews, meaning the complaint came from some- one within the department. “I believe this is a good indication we are able and willing to µpolice¶ our- selves,” Edmiston said. The complaints resulted in two verbal counseling or training sessions, three for- mal letters of reprimand and one formal admonishment, but no suspensions. Enjoy the Fair and Rodeo! Man killed in motorcycle crash near Hat Rock The victim in a sin- gle-vehicle motorcycle wreck on Highway 30 east of Sand Station died Sunday afternoon while being transported by air to the hospital. Umatilla Fire Chief Steve Potts said the man was traveling westbound when he was ejected over the guardrail and down an embankment. Potts said the cause of the crash was unknown. The victim¶s name has not been released.
