PUBLIC SAFETY LOG THURSDAY 8:01 a.m. - The owner of a pit bull dog on Northeast Third Street, Irrigon, received a warning from a Morrow County sheriff’s deputy to keep the dog on his property after a caller complained the dog was running around and seemed aggressive. 5:07 p.m. - An employee of Tillicum Inn, Umatilla, told police the business is a victim of a phone scam. 5:26 p.m. - A Heppner man re- ported the theft of his morphine pills. 5:43 p.m. - A Hermiston-area mother reported her son jumped over the fence and attacked the neighbor, taking him to the ground, then fled. She said her son did not have weapons and was not using drugs or alcohol. 10:47 p.m. - The Morrow County Sheriff’s Office received a report of a man having music too loud and threatening people at the Northwest- ern Motel, Heppner. A caller said the man was not supposed to be drinking. WEDNESDAY 12:46 p.m. - A woman visited her “ex,” who she has a restraining order against, at his recreational vehicle on Cactus Drive, Hermiston, and he started hitting her. He was born in Klamath Falls, Ore., to Peggy Lee Reavis and Walter Eschebeck. David was raised Mann on a cattle ranch in 6WDQ¿HOG 2UH DQG DWWHQG- ed Hermiston High School where he was a star basketball player and made the OSAA All State Basketball Team in WKH¿UVWLQWKHKLVWRU\RI Hermiston High School. David attended Colo- rado State University on a basketball scholarship and pursued his lifelong desire to become a veterinarian. He later received his master’s degree in public health from the University of Michigan. David married Sherrill Hess after college and joined the Air Force. He was stationed in Tokyo, Tacoma, Wash., Ann Arbor, Mich., San An- tonio, Texas, and Honolulu, Hawaii. While in Tokyo, he supervised and cared for the sentry dogs and traveled ex- tensively to Vietnam to over- see their care. During those years, David and Sherrill had three children, Chris, Jill and David. David retired from the Air Force in 1979 and estab- lished a successful veterinary practice in McMinnville, Ore. There he married his second wife, Elisabeth Hermsen. In 1996, David sold his practice and moved to his ranch outside of McAllis- ter, Montana, where he lived out his life doing what he loved: KXQWLQJ ¿VKLQJ WUDY- eling, visiting his children and grand- children and farming. David was blessed with movie-star good looks and a personal- ity to match. He made friends wherever in the world he went and was much loved by them and his family. David and Elisabeth were very involved with the Child’s Passport to Health, a foundation that sponsors children from Third World countries who have medical GH¿FLHQFLHV DQG QHHG WR EH housed and cared for in the United States while under- going treatment. During the course of their participation in the foundation, they provid- ed a home and care for eight children at varying times. David is predeceased by his mother, Peggy Lee Mann, father Walter Eschebeck, stepfather Irvin Mann, his ¿UVWZLIH6KHUULOODQGKLVRQO\ daughter, Jill Thornton. He is survived by his wife Elisa- beth, sons Chris (Tracey) and David (Kari), brother Linc (Pat), sisters LeeAnn (Don), Julie (Mark) and Debbie (Ja- mie), and seven grandchil- dren.
