The la test news rep o rt ab o u t the U m atilla dam states th a t Senator Schw alenbeck of W ash in g to n , had an interview w ith ther p resid en t Sep tem ber 23, in w hich th e president stated th a t he would do all he could to have th e next congress, m eeting in Ja n u a ry , endorse a bill calling for the necessary allo tm en t. If th is is tru e a t th is stage, the outlook is not very encouraging. W hat th e next congress w ill do lor th e president is yet d ifficu lt to pre dict. Only one of th e n in e prom inent candidates for sen ate and lower house whom he opposed was succes sful in w inning nom ination, and the November elections are yet to be held. Besides the ea stern forces in Congress are not frien d ly to west ern appro p riatio n s. It is defin itely know n th a t the presid en t is friendly to th e co n stru c tion of th e U m atilla dam , and it is likely he may yet find, a way. I t is also m uch in th e hands of o u r n o r th w est delegation. If m em bers of congress and the lead in g sta te offi cials of th e th ree n o rth w est states devote th e ir energies in behalf of early co nstruction of th e U m atilla rapids dam , they can do much to de term in e th e action of Mr. Roosevelt. The arg u m en t is all in, th e pro ject has been approved by th e arm y board, eng in eers have been on the grounds for weeks and every th in g is reported ready for construction.
