OregorTNewspaper Publishers One Delay More. The president has seen fit to w ithhold ap p ro p riatio n for im m edia te construction of th e U m atilla ra p ids dam. In his sta te m e n t he did not discourage co nstruction of th e dam b u t was q u ite in d efin ite as to when sam e could be accom plished. He questioned only th e feasibility of u sing PWA funds from th e a l lotm ent g ran te d by congress. He did not refer to th e use of any o th e r fund u n d er th e n atio n al recovery ap p ro p riatio n . T h a t may follow. A fter all th e a p p a re n t approval by th e ad m in istra tio n and congres sional delegations from th e three N orthw est states, and th e stro n g support of all the arm y engineers and th e people of p rac tica lly the e n tire north w est, th e announcem ent is very disappointing. It is alm ost dum bfounding.
