THE HERMISTON HERALD. HERMISTON. OREGON PAGE TWO that no attempt by American ships to run a blockade by a fleet of the punitive alliance would be supported by the American government: that laws against enlistment of Ameri can citizens for foreign military ser vice would be rigidly enforced the ag ressor but not against against its enemies." That policy would effectually prevent export of munitions and war material to the aggressor. The Roosevelt policy brings some thing definite before the confer ence, where heretofore there has been only words, and removes the fear held by each nation for its safety in the absence of any pledge of general defense against an ag gressor. Mr. Davis moves “to make disar mament permanent and progressive by accepting a permanent commis sion to supervise execution of the terms by all nations. Porter brings before us more forceably the thought of how quickly and how quietly a life can be snuffed out, and its stay here on earth ended, Mr. Porter passed on quietly while sitting in a chair at his desk. Mr. Porter was a man who had no confidante so far as is known. He kept his past strictly to himself and has never disclosed the name or ad dress of any relative. He was a man. who at the age of 83 years, still re tained a keen, active mind, indicat ing that he had received a fairly good education and had come from a fine family. Still lie was alone, not among strangers, because everyone knew his as "Old Man Porter,” but a man without intimate iriends. Such a life would imply that freedom of choice in human conduci was In accord with the purposes of God in creating the universe. Some live within themselves and attain no definite goal others attain be- cause they contribute to the well being of mankind. Man has been endowed with the capacity of say- ing “yes” or "No.” He should not judge an artist by what he has done, hut by the purpose he had in doing it. A Concise Policy. The policy of the United States in pledging Itself never to Interfere with international action to deal with n menace of war, once the ag gressor has been satisfactorily iden tified by the powers was a stroke of logic on the part of President Roose velt. This policy was announced by Norman H. Davis. the president's representative at the International disarmament conference in Geneva. The way to disarmament should he cleared by this momentous decla ration of American policy. The declaration means "that the United States would not exercise its right to trade with the guilty nation: By Mrs. W. C. Isom Ben Howard from Milton-Freewa ter visited Mrs. Bessie Wilson Wed nesday.
