This year there will be Just two
kinds of declamations for the elemen­
tary pupils, humorous and non-hu-
morous. Since each school is allowed
one contestant from each division
in humorous and one in non-humor-
oue, Hermiston elementary school
will be represented In the sectional
contest by two pupils from the lower
division and two from the upper di­
vision.
Another change effective
this year is the method of timing. At
the end. of the alloted time the timing
judges will rap and the speaker must
immediately retire. This rule was
not thoroughly understood last year,
and resulted in some confusion, but
this year it will be strictly enforced
as stated above.
The dates for the sectional contest
have not yet been set by Superin­
tendent Fitzpatrlc of Echo, Sectional
Director. The county contest will be
held on Saturday, April 4, the Inter-
County at Heppner, April 18, and
the state meeting on April 23 and 24.
This year the county contests will all
be held on one day, Saturday. That
is the elementary speakers will meet
in the afternoon, and the high school
in the evening. It Is expected the
sectional contest will be conducted
in like manner.
Each year the winners In the
county meeting are barred for the
next succeeding year, and those bar­
