Whereas, The City Council does
deem it expedient and necessary to
improve that portion of Hurlburt
avenue in the City of Hermiston, ly­
ing between the property line at
First street and the property line at
Fourth street by grading and gravel­
ing the same and has required of the
city engineer plans and specifications
for an appripriate improvement, and
estimates of the work to be done and
the probable coat thereof, and where,
as the City Engineer has filed such
plans, specifications and estimates in
the office of the City Recorder, now
