UMATILLA COUNTY, OREGON, THURSDAY, DECEMBER 8, 1921 UMATILLA WANTS CUT-OFF ACTION ACTION MEANS EARLY WATER FOR 35,000 MORE ACRES Money May Be Available by Next Ju ly ; Project Manager is Optimistio The 1923 budget of the U nited tates as subm itted to congress Mon- 'ay by th e president’s budget com- nittee carries an item of $467.009 ’or the U m atilla project. Of th is *230,000 is for the construction of he McKay creek storage dam. This was ih e good news conveyed •o the project by the papers of Mon- lay evening and Tuesday m orning. The developm ent of th is project, vhich Includes many thousands of cres of tillublc soil in Ihe vicinity >f H erm iston, has been held tir on account of lack of w ater. About 20,000 acres arc now In cultivation and th is is a sm all portion of w hat can be cultivated if more w ater is made available. Dam to be Built To get more w ater the reclam ation service has proposed to construct an Immense storage datn on McKay creek a few m iles back of Pendleton. T his dam as planned will hold 75,- 000 acre feet of w ater nnd will p ro vide for th e lrrig a tio n 'o f 35,000 more acres of land. The building of tho McKay creek dam is the big th in g in th is com munity. T herefor the Joy a t th e ; Inclusion of the item In Ihe governm ent’s bud get. People of the project should hear in mind, however, th a t th is Item will not take effect u n til next Ju ly when the fiscal year of 1923 opens. The budget alhiwod th e project does not ap propriate money. It m erely luthorizes the reclam ation service to use money already in Its funds. The reclam ation service funds are received from paym ent of charges lu e the governm ent, sales of public • lands and o th er sources. Due to de pressed economic conditions this fund has been som ew hat depleted and no money can come out of It for th e . project u n til it Is bu ilt up. According to H. M. Schilling, m an . ager of the project, ahouit $4,000,000 thould be paid into th is fund by July 1. Mr. Schilling believes th is project should begin receiving money very soon afte r Ju ly 1, though this 's not a certain ty . Good S tart on McKay Creek Mr. Schilling says th e $230,000 authorized for McKay creek will m ake a good sta rt. The site Is ap praised a t about $100,000. T his will leave $130,000 for purchase of m a chinery, establishing camps and m ak ing a s ta rt on the dam. C ertainly Mr. Schilling says, it will muke so much of a s ta rt th a t th e governm ent would be alm ost certain to p ut it through. The dam an d the m any miles of canals will be about a $2,- 000,000 proposition. Of the rem aining funds alloled to the project $50.000 Is for m ainten ance and the rest Is for new co n stru c tion. Mr. Schilling snys the action of the budget com mittee Is highly encouraging. He does not feel th n t th ere Is any d o u b t,o f tho Item pass ing congress as he says congress a l m ost never changes th e recommen d ations of tho reclam ation service. Some Delay Expected W hat he does wish emphasized is th a t It will take tim e for ihe money to become available for the work. T he inclusion of the item for tho dam and the project] removes alm ost the last d ifficu lty in the way of tho construction of the dam and the ad dition of 35,000 acres to the Uma tilla project.
