that portion of the district. Mr.
Newell gave his sanction to this, and
he will also recommend to the de-
partment that it he eliminated.
The principal reason for the desire

it every property owner would have
to hear his or her proportionate
share of the cost of the water, where­
as now the burden all falls on the
