I t seems m any w ant to get rid of It but It Is hard to get rid of. T he reason it p ersists m ay be its age for it Is nearly one hundred y ears old. It was adopted by m a jo rity action in th e national con ventlon of 1832. It can lie ab ro g a t ed by m ajority action. But w hile the convention has full au th o rity over th e tw o -thirds rule it is doubtful if th e national con vention will rescind it. T here is, how ever, under consid eratio n a proposition th a t will v ir tu a lly offset the unit rule. It can be brought about by an agreem ent th a t a fte r ten ballots have been taken w ithout resu lt th e low man w ill be dropped on each succeeding ballot. P rizes for Short Stories. Their present bill is the most im|>ortant legislation of this session, having been jockeyed from defeat last year to passage by House and Senate—and now up to the President.
