"T h ere a re two prim ary causes for m ail order Insu ran ce: F irst, to escape the paym ent of tax es; and second, to avoid th e restric tio n s placed upon II censed com panies for the protect! in of the policyholders. "Should a claim a g a in st one oi these policies be contested, th e pollcy-holde.- would be forced to go to the co u rts of K ansas for recourse, as th e co u rts of Oregon would be closed to him." March w eather was very favorable to the grow th of all fall seeded crops and p astu re, as well as perm itting considerable spring seeding. March rain fall was less th an 20 per cent of the norm al p recipitation for the m onth. T here was little frost and m uch sunshine, w ith the re su lt that the spring season Is variously e stim a t ed to he from two to four weeks ea rlier than norm al.
