T his Is Gov ern o r P ie rc e ’«« decision and lie vetoes th e se n ate hill providing lot one ad ditional judge, lie says: “ At th e recen t g eneral election held in th is sta le s th e elec to ra te reg istered a dem and for retren c h m e n t anil econ omy and it tinea not ap p e ar to me that in view of all tlie circ u m sta n ce s and in view of oth er legislation w anted liy th e recen t le g isla tu re an additional judge is an absolute necessity in tlie fo u rth ju d icial d istric t at th is tim e.” In tills connection th e governor tak es a very reasonable stand anil his wisdom will lie com m ended. He fu rth e r says: "E sp ecially is th is tru e in view of the fact th a t in m any o th e r Judicial d istric ts th e re a re able Ju rists whose tim e cannot he en tirely occupied. In one Judicial d istrict in th is stn te the federal census of 1920 gave a p o pula tion of only 3991 and still th is sm all county lias a circ u it Judge." "I believe it will be possible under th is law to have at le ast th ree e x tra judges in M ultnomah county virtu ally all tlie tim e to help take enre of the congested docket,” the governor de clared.
