It has been prepared by an advisory com m ittee of engineers fo r th e site com m ittee of the proposed exposition. I t is said th a t th ese b lan k s have been placed in the hands of p ro m o ters of a t least 12 proposed sites, including the G resh am -P o rtlan d site, and th a t from five to ten m ore a re expected to be filled o u t fo r sites so fa r not m ade public. The q u estio n n aire is a volum inous affair and will req u ire th e services of an expert to give all th e d etails asked for. A d etail topographical map m ust be fu rn ish ed show ing a care ful survey of th e ground and giving th e contours and elevations, w ater surfaces, sh o re lines, etc. T h ere m ust also be fu rn ish ed an ae rial photograph on which is to be m arked th e o u tlin e of th e proposed site. The d ate fo r having all of th is com pleted and su b m itted is Novem ber 1, 1921. It is announced th a t follow ing the closing d ate several w eeks will be req u ired by th e fa ir-site com m ittee, of which E ric V. H au ser is ch a ir man, and th e advisory com m ittee of Technical society of Oregon, to p re pare th e ir rep o rt to th e exposition m anagem ent. Those who have looked over th e blank and noted th e scope of the questions asked are of th e opinion th a t th e G resh am -P o rtlan d site will be m ade to look very favorable when Its accessability, leading fea tu re s and a ttra c tio n s are com pared w ith others. T he m ost practical fe a tu re of th e w hole program is th a t in reality no new organization is being set up only a grouping in a w orkable way of the activities and In terests of all o rg a n izations fo r com m unity progress. None of th e o rganizations alone can w ork o u t a com plete program , b u t if all join forces th e re is p ractically no lim it to th e possibilities fo r com m unity developm ent. It is th e plan of the com m unity council to hold an an n u a l in stitu te in th e com m unity of th e type held Monday and certain ly the firs t one set a high sta n d ard for th e o th e rs to follow. N ever in th is p a rt of th e co untry and probably never before in th e history of this sta te was such a group of speakers g ath ered on such a wide diversity of in te rests o r w hat is usually considered a w ide div er sity. SCHOOLS OPEN MONDAY; TEACHERS MEET SATURDAY R ecom m endations th a t th e M ult nom ah county poor farm be co n tin ued, in any event fo r th e present, and ! an expression of disapproval of any plan to ren t or lease th e farm to p ri vate in terests, w ere m ade in th e final rep o rt of th e M ultnom ah county g ran d ju ry today. T he rep o rt of th e g ran d ju ry su b s ta n tia te s th e claim s of County Com m issioner R ufus C. H olm an th a t th e poor farm has been o perated w ithout undue w aste to th e county, and th a t th e p resen t m anagem ent of th e farm has been successful. F u rth e r recom m endation was m ade th a t all records of sales of produce of th e poor farm should be filed in the office <W th e county a u d ito r so th a t a co rrect and com plete check could be m ade on th e profits. “ We fin d ,” says th e rep o rt, “ th a t County A uditor M artin ’s record of expenditures in th e farm section of $26,010.27 is a tru e and accu rate sta te m en t of accounts paid by th e county d u rin g th e y ear of 1920. We feel th a t th e re should be tom e m ethod of show ing on the books of th e coun ty a u d ito r the re tu rn s received from th e farm . We are satisfied th a t tho records of th e farm m an ag er are sub sta n tia lly co rrect and th a t food su p plies of m a rk e t value of ap p roxim ate ly $26,146.97 were produced and tu rn ed over for consum ption to coun ty in stitu tio n s, a value of approxi m ately $8300 above th e cost of pro duction. ” ln addition we find th a t a large portion of o th e r expen d itu res is rep resented in p erm anent im provem ents at th e farm . These facts should ap pear on th e county a u d ito r’s books. "W e feel th a t th e policy of Mr. Hol man and o th e r com m issioners for th e developm ent of th e farm has been in telligently and consistently carried out, and th a t th e farm is well m an aged and a credit to th e county.
