T hese m en do not get in to office unless the people vote them in, and if they are guilty of m aking bad laws, o r fall to en force law they are g u ilty of m al-ad- m in istratlo n and th e people who vote to p u t them into office are g u il ty of co n trib u to ry negligence, and th e person who fails to vote a t all is surely g u ilty of such negligence.
