Heppner Gazette-Times, Heppner, Oregon Wednesday, March 12, 2025 -- NINE Morrow County Health District February board meeting -Continued from PAGE ONE generate for the year. Salary and benefits are also expected to rise by around 2.6 million, with a projected gain of $2,050 for the year. “Because we do antic- ipate a sizable settlement with the addition of the ambulance,” said health district CFO Nicole Ma- honey, “because the budget was created not including ambulance and we’ve been operating it for several months.” Health District CEO Emily Roberts reported 47 days cash on hand and 129 days in AR. She also reported a 13 percent turn- over rate and a 16.8 percent vacancy rate for human resources. Roberts said about 55 percent of the turnover rate was due to occasional part- time employees who could no longer work for the district. There are 18 open positions with one new- ly-created open position. Several of the openings are in EMS. “We’re doing fine, but we are still staffing up,” said Roberts. “Paul (Martin) is interviewing every week.” Roberts also touched on the use of full-time per- manent staff versus trav- elers. “When we say that it’s approximately the same whether we staff it or whether we use a traveler, that’s what we mean, and the budget does show that,” she said. “I know that’s been an area of a lot of concern,” she added. “Obviously we don’t want to use travelers, we would like to use all our own staff, but in terms of budget, it is a wash.” Total visits for the pre- vious month were 228 for Pioneer memorial Clinic, 175 for Ione Communi- ty Clinic, 213 for Irrigon Medical Clinic and 124 for Boardman Immediate Care.
