Disposition: NO ACTION TAKEN. Missing Person Occurred at Morrow County Sheriff's Office, W Willow View Dr, Heppner, OR. RP reported a friend's husband as missing. Dis- position: COMPLETED. Vehicle Check Occurred on Highway 206 Condon, Heppner, OR. RP reported an or- ange 2-door car broken down at the location with two people on scene. Dis- position: REFERRED TO OTHER AGENCY. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. RP reported a silver 4-door Honda Civic speeding past their house. Disposition: UNABLE TO LOCATE. Dog Complaint Occurred on SE Tenth St, Irrigon, OR. RP reported two German Shepherds attacking a woman with a small dog. Disposition: COMPLETED. Fraud/Forgery Occurred at Love's Travel Stop and Country Store, Tower Rd, Boardman, OR. RP reported someone passed a counterfeit $100 bill. Disposition: REPORT TAKEN. Driving Complaint Occurred on I-84 W, Hermiston, OR. RP re- ported being almost run off the road by a red Ford Bronco pulling a boat. BPD made contact with the vehicle and forwarded information to OSP. Dis- position: COMPLETED. Death Investigation Occurred on SW Wyo- ming Ave, Irrigon, OR. Disposition: REPORT TAKEN. Dog Complaint Occurred at Sinclair Sta- tion, W Main St, Lexing- ton, OR. RP reported a dog and her puppies wan- dering in the area. The mother was aggressive to- wards someone. Disposi- tion: ADVISED. Dog Complaint Occurred on Jerry Ln, Boardman, OR. RP re- ported a dog on their dad's property killing chickens and ducks. Deputies re- sponded, and the dog was transported to Pet Rescue. Disposition: TRANS- PORTED. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. RP re- ported a Ford F350 speed- ing down towards Tenth. Disposition: ADVISED. Driving Complaint Occurred on I-84 E, Boardman, OR. OSP re- ported four or five sports- style cars speeding at high speeds (90's). MCSO and BPD were advised. BPD was unable to locate. Dis- position: ADVISED. Extra Patrol Occurred on NE Tenth St, Irrigon, OR. Extra pa- trol requested for 10 days due to suspicious vehicles and individuals through the night. RP will be out of town, and only a white Ford F350 and a black Ford Focus should be on the property. Disposition: COMPLETED. Disabled Vehicle Occurred on Bombing Range Rd, Lexington, OR. RP reported running out of fuel and blocking the Lexington-bound lane in a Ford F250 with flashers on. MCSO responded and completed the report. Disposition: COMPLET- ED. RP referred to US Customs and requested patrol for 30 days. Disposition: NO AC- TION TAKEN. Grass Fire Occurred on Kunze Ln, Boardman, OR. A grass fire was reported across from the location, near new houses. BFD, BPD, and MCSO responded, and the fire was extinguished. Disposition: COMPLET- ED. Driving Complaint Occurred on I-84 E, Boardman, OR. RP re- ported a white semi-truck hauling a silver trailer driving erratically, speed- ing, and swerving off-road. MCSO was out of position, and the incident was re- ferred to OSP. Disposition: ADVISED. Disturbance Occurred at Green Acres, Paterson Ferry Rd, Irrigon, OR. RP reported a distur- bance caused by his girl- friend. MCSO responded and completed the report. Disposition: COMPLET- ED. Driving Complaint Occurred on I-84 W, Boardman, OR. RP report- ed a semi-truck failing to maintain its lane. No oth- er vehicle description was given. Disposition: COM- PLETED. Motor Vehicle Accident Occurred at Forest Ser- vice 2104 Rd/Forest Ser- vice 21 Rd, Heppner, OR. RP advised of a two-ve- hicle accident with no in- juries. Information was exchanged, but the dam- age exceeds $2500, and a report needs to be filed. In- cident occurred on 09/08. RP's pickup is located at PMH. Disposition: RE- PORT TAKEN. MVA-Fire Occurred at S First St/E Highway 730, Irrigon, OR. T-bone accident, report- ed through a third party. The situation looked pret- ty bad. Disposition: RE- PORT TAKEN. Driving Complaint Occurred on I-84 W, Boardman, OR. RP re- ported a sky blue Subaru Outback with a broken front bumper on the pas- senger side, swerving all over the road, and texting while driving. Disposition: REFERRED TO OTHER AGENCY. Fire Call Occurred at Dry Fork Rd/ Ridge Rd, Ione, OR. A fire was reported down in the canyon, near the county line. It was unclear which side of the line the fire was on. Disposition: COM- PLETED. Information Occurred on SE Utah Ave, Irrigon, OR. RP re- ported a blue/gray Dodge pickup with ID plates that had been sitting in front of a neighbor’s house for over 20 minutes. The driv- er and passengers, who are teenagers, have a history of harassing the RP and neighbor. The vehicle is not causing any issues at the moment. Disposition: ADVISED. Extra Patrol Occurred at Les Schwab, N Main St, Heppner, OR. RP requested extra patrol as 24 big loader tires would be dropped off in the back parking lot, and they need patrol until they are moved the following morning. Disposition: COMPLET- ED. Driving Complaint Occurred on SE Kristen MCSD School Board Approves Bond Resolution Dr, Irrigon, OR. RP re- ported a white Ford Rang- er extended cab speeding through the area. Disposi- tion: ADVISED. Suspicious Activity Occurred on SE Utah Ave, Irrigon, OR. RP requested contact at his residence regarding a suspicious in- cident that occurred on Labor Day weekend. Dis- position: UNDER INVES- TIGATION. Driving Complaint Occurred on E 2nd St, Ione, OR. RP had ques- tions about a subject rid- ing his 4-wheeler on city streets in Ione. Disposi- tion: UNDER INVESTI- GATION. Theft Complaint Occurred at Threemile Canyon Farms (Office), Threemile Rd, Boardman, OR. RP reported that a desktop computer, mon- itor, and battery backup were stolen from the scale house across from Loves. Disposition: REPORT TAKEN. Disabled Vehicle Occurred at Saylor Rd/ Highway 207, Echo, OR. A semi was reported stuck and partially blocking the road. Disposition: COM- PLETED. Driving Complaint Occurred on I-84 W, Boardman, OR. RP has been following a vehicle since Hermiston and re- ported multiple driving issues. BPD responded and located the vehicle. The driver was warned for failure to signal a turn and failure to drive with a val- id driver's license. Disposi- tion: WARNING. Missing Person Occurred on W Depot St, Lexington, OR. An abandoned 911 call was re- ceived. Upon callback, the RP advised that her son was missing but has since returned. Disposition: COMPLETED. Dog Complaint Occurred on SE Fourth St, Irrigon, OR. RP report- ed that his neighbor's dogs are outside, preventing him from leaving. He requested a deputy to tell them to put the dogs inside. Deputy checked the area, but the dogs were not located. Disposition: UNABLE TO LOCATE. Alarm Occurred at Upper Co- lumbia Sawmill, Pole Line Rd, Boardman, OR. A commercial burglary alarm was triggered. Dep- uty responded. Disposi- tion: COMPLETED. Citizen Assist Occurred at Cutsforth Park, Park Ln, Heppner, OR. RP reported falling ash in the area and want- ed to be notified in case of any emergency evacua- tions. John Day Interagen- cy Dispatch was advised. Suspicious Activity Occurred on Idaho Ln, Irrigon, OR. RP reported a Toyota Tundra following him. Disposition: COM- PLETED. Vehicle Check Occurred at Columbia Ln/NW Tumbleweed Blvd, Irrigon, OR. Driver was advised with a warn- ing for taking power from the citizen center. Disposi- tion: COMPLETED. Information Occurred on SE Utah Ave, Irrigon, OR. RP re- ported that the neighbor parked in front of his win- dow and revved the motor, attempting to harass him. RP requested a deputy to talk to the owner of the truck to stop the behavior. Disposition: COMPLET- ED. *DESIGN *PRINT *MAIL Sykes Publishing 541-676-9228 541-276-2152 Morrow County – Feb- ruary 27, 2025, Morrow County School District’s Board of Directors has voted to place a General Obligation Bond for the district on the May 2025 ballot. The vote to pass the resolution for the bond was unanimous at its February 10th regular board meeting. “We are very excited to move forward with the pro- posed bond for the district, which if passed will provide crucial facility projects across our district, benefit- ing all our students,” said Richard Cole, Board Chair. The official vote fol- lows a year of work by the district’s Community Bond Advisory Committee (CBAC), which presented their final bond recom- mendation to the board in January. The CBAC’s work included comprehen- sive reviews of all MCSD schools and facilities that were conducted by certified assessors from the Oregon Department of Education. CBAC members reviewed these facility assessments, toured buildings with school principals, reviewed bond financial options and prioritized projects. The CBAC pointed out that their proposed projects do not cover the total facility needs of the district; these projects are the most crucial ones right now. The public was able to provide feedback about the draft recommendations for several weeks in November and December. Proposed bond projects include: Irrigon Jr/Sr High School (built 1978) – due to severity of structural issues, replace school to provide modern educational environment for students; Riverside Jr/Sr High School (built 1968) – remodel and build addition for more classroom space & gym to support future enrollment; Heppner Jr/Sr High School (built 1962 with later addi- tions/remodels) & Heppner Elementary (built 1954 with later additions/remod- els) – remodel Jr/Sr High to become a K-12 campus with thoughtful grade level separation, resulting in op- erational savings and safer location for elementary students; Sam Boardman Elementary - make park- ing/traffic flow improve- ments including dedicated bus loop for safety; Dis- trict-wide -- make security & safety improvements including secure main en- try, cameras & door access control at A.C. Houghton Elementary, Irrigon Ele- mentary, Morrow Educa- tion Center, and Windy River Elementary. The district recently was notified that it has qualified for a matching grant of $6 million from the Oregon School Capital Improvement Matching Program (OSCIM). This grant would be provided if the proposed bond is ap- proved by Morrow County voters in the spring. The amount of the pro- posed bond is $204.4 mil- lion. The estimated bond rate would be $2.99 per $1,000 assessed value and the bond would be for 20 years. Taxpayers in Morrow County School District are not currently paying for a school district bond nor levy. The last general obli- gation bond was passed in 2001 and expired in 2021. The last operating levy (which was not for facility construction or upgrades) passed in 2012 and expired in 2016. According to county tax records, in Morrow County industrial and utili- ty companies pay approxi- mately 71% of the taxes on assessed property values due to the amount of prop- erty they own. The Morrow County School Board and CBAC feel that the current situation for funding proj- ects in Morrow County is a positive one for individual taxpayers because a major- ity of the current tax base is companies. In the next three months, Morrow County School District will run an information campaign to inform stakeholders about the scope of the bond, its costs and what it will mean for the success of students in the district.
