Due to low visibil- ity, it was unclear whether the cows had identifica- tion tags. Officers respond- ed to ensure road safety. Disposition: Completed Dog Complaint Location : Heppner Heritage Park, Lin - den Way, Heppner, OR Details: A black Labrador and a yellow Labrador were seen running loose in Memorial Park, causing some concern among park visitors. Deputies arrived to ensure the dogs posed no threat to public safety.
