Daniel Paul Smith was arrested by Nisqually PD on an MCCC warrant for Possession of Meth. He was lodged at Nisqually Jail, WA, with no bail. Disposition: REPORT TAKEN. Traffic Hazard: Occurred on Highway 207 Echo, Lexington, OR. The RP reported a dump truck hauling metal lost its load near the location, with large chunks of metal landing in the southbound lanes. The driver pulled off to secure the load, but it was unclear if any pieces remained in the roadway. MCSO checked the area, UTL. OSP and ODOT were advised. Disposition: UNABLE TO LOCATE. Disabled Vehicle: Occurred on Highway 730, Boardman, OR. Disposition: COM- PLETED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. A red Dodge pickup was report- ed speeding towards Tenth with its windows down and music blaring. MCSO was out of po- sition. Disposition: AD- VISED. Noise Complaint: Occurred on SE Utah Ave, Irrigon, OR. A red Dodge pickup drove by with music playing loudly. Disposition: COM- PLETED. Juvenile Complaint: O c c u r r e d a t To m s Camp Rd/Kunze Ln, Board- man, OR. The RP reported a child, approximately 4-6 years old, walking along the road. A vehicle was parked with the child, but it was unclear if it was a parent or family member. MCSO units checked the area, UTL. Disposition: COM- PLETED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. A green/ gray Mazda 3 4-door was reported speeding down the road and playing loud music several times during the week. Disposition: UNABLE TO LOCATE. Disturbance: Occurred on Olson Rd, Boardman, OR. The RP reported an intoxicated ex refusing to leave. The par- ties were separated at the time of the call. Disposition: CIVIL PROBLEM. Harassment: Occurred on NW Church St, Heppner, OR. The RP reported ongo- ing issues with a male ju- venile standing outside their daughter’s window, screaming into the house. The juvenile, approximate- ly 17-18 years old, would walk by several times be- tween 2100 and 2300 hours. Disposition: COM- PLETED. Driving Complaint: Occurred on W High- way 730, Irrigon, OR. An older white Jeep Wran- gler was reported driving between 30-40 mph and unable to maintain its lane. Disposition: RE- F E R R E D TO O T H E R AGENCY. Robbery: Occurred at 76 Station on E Highway 730, Irrigon, OR. The RP reported some- one came in, pointed a gun at them, and stole items from the store. Disposition: COM- PLETED. MCSO April 25, 2024 M o t o r Ve - hicle Accident: Occurred at Umatilla Elec- tric Coop Wagon Wheel on Bombing Range Rd, Board- man, OR. The RP reported a rear-end collision, no medical assistance needed, but a report was requested. Disposition: COMPLET- ED. Animal Complaint: Occurred on I-84 E, Boardman, OR. A dead deer was reported block- ing the fast lane of travel. Disposition: REFERRED TO OTHER AGENCY. M o t o r Ve - hicle Accident: Occurred at Wilson Ln/ Bombing Range Rd, Boardman, OR. A deputy reported a motor vehicle accident at this location. Disposition: COMPLET- ED. Dog Complaint: Occurred on Highway 730/Paterson Ferry Rd, Irrigon, OR. Three vehi- cles were observed with their hazards on while at- tempting to catch a dog. Disposition: COMPLET- ED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. A white Ford truck with bins in the bed was reported speeding from Tenth and heading towards Division, running the stop sign on Seventh. Disposition: ADVISED. Driving Complaint: Occurred at SE Utah Ave/ SE Division St, Irrigon, OR. A blue Dodge with ID plates was reported revving its engine while waiting for the RP to cross the street, then left heading towards the high school. Disposition: ADVISED. Juvenile Complaint: Occurred at Heppner El- ementary School on NE Stansbury St, Heppner, OR. The RP report - ed a student screaming and throwing chairs. MCSO responded. Disposition: COMPLET- ED. We l f a r e C h e c k : Occurred on Washington Ln, Irrigon, OR. A wel- fare check was request- ed on a customer whose door was open. The RP called out but received no response and did not want to enter the building. MCSO respond- ed; the homeown- er was just cooking. Disposition: COMPLET- ED. Information: Occurred on Highway 730, Irrigon, OR. The RP called to advise that people would be cleaning out the ad- dress over the weekend. Disposition: COMPLET- ED. Disabled Vehicle: Occurred at S First St/W Highway 730, Irrigon, OR. A disabled vehicle was reported, and Bull- dog Towing was called per the driver’s request. Disposition: COMPLET- ED. Dog Complaint: Occurred on SE Fourth St, Irrigon, OR. The RP reported a neighbor’s dogs barking nonstop all day. MCSO responded; no barking dogs were lo- cated in the area. Disposition: COMPLET- ED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. The RP re- ported two Chevy trucks playing loud music and heading towards Tenth. Disposition: UNABLE TO LOCATE. Wa r r a n t A r r e s t : Occurred on SE Thomas Ave, Irrigon, OR. David Edward Penn was arrested by MCSO on an MCCC warrant for Disorderly Con- duct II. He was released on his own recognizance and notified to appear on 05/09/2024 at 08:15 hours. Disposition: REPORT TAKEN. B u r g l a r y : Occurred on Highway 730, Irrigon, OR. The RP re- quested contact from a deputy to report a crime. Report Ta k e n . Disposition: REPORT TAKEN. Hit & Run: Occurred at Morrow Coun- ty Fairgrounds on High- way 74 Lena, Heppner, OR. A fence was report- ed knocked down at the fairgrounds. The mainte- nance supervisor was on scene for contact to file a property damage report. Disposition: COMPLET- ED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. A neighbor driving a green Subaru Leg- acy was reported speeding from the corner of Brandon and Utah, then returning at a high rate of speed. Disposition: UNABLE TO LOCATE. Animal Complaint: Occurred on NE Quaid St, Heppner, OR. The RP reported a deceased cat in the middle of the road. Disposition: REFERRED TO OTHER AGENCY. Cows were reported walking on Kun- ze Ln, a recurring issue. The RP requested phone contact from a deputy. Miguel Torres was is- sued a citation for Live- stock at Large with a notice to appear on 05/16/2024 at 09:00 hours. Disposition: CITATION ISSUED. B u r g l a r y : Occurred on Driftwood Ct, Umatilla, OR. A cold burglary was reported. Disposition: REPORT TAKEN. Tr a f f i c H a z a r d : Occurred at SE Division St/SE Wyoming Ave, Ir- rigon, OR. A deputy and another driver removed railroad ties from the road. Disposition: COMPLET- ED. Juvenile Complaint: Occurred on NE Sixth St, Irrigon, OR. A 911 call was received from a subject who initially stated it was an accidental dial but lat- er mentioned feeling sad. D e p u t y m a d e phone contact. Disposition: COMPLET- ED. MCSO April 26, 2024 Suspicious Activity: Occurred on Toms Camp Rd, Boardman, OR. RP re- ported hearing a loud noise and finding his front door open. He suspected some- one was trying to break in. Disposition: UNABLE TO LOCATE. Suspicious Activity: Occurred at Love’s Travel Stop and Country Store, Tower Rd, Boardman, OR. RP reported a man acting suspiciously and request- ed that he be removed. Deputy responded; sub- ject was given a cour- tesy ride to Space Age. Disposition: COMPLET- ED. Tr a f f i c H a z a r d : Occurred on I-84 E, Boardman, OR. Dep - uty advised of a semi blocking the exit ramp. Deputy advised the ve- hicle has moved on. Disposition: COMPLET- ED. Harassment: Occurred on SE Utah Ave, Irrigon, OR. RP re- ported an ongoing issue with a neighbor who is retaliating against him. MCSO responded, and contact was made w i t h t h e n e i g h b o r. Disposition: COMPLET- ED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. RP reported marks left from a vehicle driving from his drive- way, down Utah, and then down Tenth. He suspects it was a Dodge Nitro. Disposition: ADVISED. Property Found/Lost: Occurred at Morrow County Government Cen- ter, Irrigon, OR. A female turned in a found wallet. MCSO took posses- sion of the wallet. Disposition: COMPLET- ED.
