The RP requested a welfare check as they had been trying to contact someone all day due to her husband be- ing in the ER. She was not answering her phone, and they didn’t have an address listed. The RP re- quested that if she is okay, to have her contact GSH. Disposition: COMPLETED. Abandoned Vehicle: Occurred at Columbia Ave NE/Laurel Ln, Board- man, OR. The vehicle was tagged for a 72-hour tow. Disposition: VEHICLE TAGGED. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. The RP report- ed a white and black Toyota Camry speeding on Utah and heading towards Tenth. Disposition: ADVISED. EMS Occurred on SE Eleventh St, Irrigon, OR. A 49-year- old male possibly over- dosed, with CPR in progress. M82 and IRRF respond- ed; the patient was transported to GSH. Disposition: COMPLET- ED. Information Occurred at Morrow County Sheriff’s Office, W Willow View Dr, Hep- pner, OR. The RP called in stating there should be a police presence on Utah due to neighbors speed- ing and making noise with a black ranger. The RP expressed frustration with the lack of action. Disposition: ADVISED. Animal Complaint Occurred on SE Gilmore St, Heppner, OR. The RP reported a deceased deer in the backyard of the aban- doned house next to his. City of Heppner was advised and will be picking it up. Disposition: COMPLET- ED. Domestic Disturbance Occurred at Tidewa- ter Apartments, Tidewater Way, Boardman, OR. The RP reported being pushed onto the couch by her boy- friend when trying to leave. BPD responded; both parties were no lon- ger on the scene. Disposition: NEGATIVE CONTACT. Suspicious Activity Occurred on Spur Loop, Heppner, OR. The RP re- ported a male on her prop- erty looking at a nest and was concerned he might be tampering with the wind- mills in the area. The ve- hicle on the scene was a black Dodge Ram pick- up with Arizona plates. MCSO made con- tact; complete. Disposition: COMPLET- ED. Dog Complaint Occurred on SW Sec- ond St, Irrigon, OR. The RP reported retaliation is- sues with neighbors, in- cluding his dog being shot with BB gun pellets and a firearm being discharged. Disposition: REPORT TAKEN. The RP report- ed a vehicle driving around the area with loud music but had no description. MCSO checked the area; UTL. Disposition: UNABLE TO LOCATE. Trespass Occurred on Highway 4, Ione, OR. The RP re- quested someone be tres- passed from her property. Disposition: COMPLET- ED. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. The RP report- ed an orange Subaru Out- back speeding from Eighth and then towards Idaho. MCSO checked the area; UTL. Disposition: UNFOUND- ED. Noise Complaint: Occurred at SE Sev- enth St/SE Utah Ave, Irrigon, OR. The RP re- ported a vehicle outside playing music very loud. MCSO checked the area; UTL. Disposition: UNABLE TO LOCATE. Noise Complaint Occurred on SE Utah Ave, Irrigon, OR. The RP reported a blue Ford pickup with a “White Privilege is a Myth” sticker playing loud music. The vehicle was last seen heading on First. MCSO checked the area; UTL. Disposition: UNABLE TO LOCATE. Suicidal Subject Occurred on NE Wash- ington Ave, Irrigon, OR. The RP reported that his roommate’s girlfriend stat- ed the roommate was mak- ing suicidal statements. The RP requested phone contact after contact was made with the roommate. MCSO respond- ed; complete. Disposition: COMPLET- ED. Suspicious Activity: Occurred on Pleasant View Rd, Irrigon, OR. The RP reported a male and fe- male walking at the end of the driveway, headed towards the river. The RP heard the female scream and then the male call out for her. The RP request- ed a deputy check it out but did not need contact. Disposition: UNABLE TO LOCATE. Disabled Vehicle Occurred on High- way 730, Irrigon, OR. MCSO respond- ed; complete. Disposition: COMPLET- ED. Driving Complaint Occurred on I-84 E, Boardman, OR. The RP reported a black Toyo- ta Tacoma swerving and tailgating. The RP was no longer following. MCSO responded; UTL. Disposition: UNABLE TO LOCATE. MCSO April 22, 2024 Disabled Vehicle Occurred at Highway 730/I- 4 W, Boardman, OR. A dis- abled vehicle was reported and cleared from the area. Disposition: COMPLET- ED. Information Occurred on Highway 74, Ione, OR. The RP called to report that she had to bury two more raccoons yester- day, making a total of eight. Disposition: ADVISED. Trespass Occurred at Dollar Gen- eral on Columbia Ln, Ir- rigon, OR. The RP has video proof of a theft and has the suspect’s informa- tion. The RP requested the individual be trespassed. Disposition: REPORT TAKEN. Driving Complaint Occurred on I-84 W, Boardman, OR. The RP reported a white, smaller, older pickup traveling at approximately 20 mph. MCSO checked the area, UTL, referred to OSP. Disposition: UNABLE TO LOCATE. Civil Complaint Occurred on Brace Rd, Irrigon, OR. The RP re- ported individuals living in his backyard and re- quested in-person contact. MCSO made con- tact; the male was ad- vised of his options. Disposition: CIVIL PROB- LEM. Dog Complaint Occurred on Willow Creek Rd, Heppner, OR. A deputy reported a dog that appeared to have jumped out of the back of a vehicle. MCSO attempted to catch the dog; it is still in the area. Disposition: COMPLET- ED. Harassment Occurred on SE Utah Ave, Irrigon, OR. The RP report- ed a blue car that drove by his house on purpose. Disposition: COMPLET- ED. Warrant Arrest Occurred at Morrow County Sheriff’s Office, W Willow View Dr, Hep- pner, OR. Stanley Oneil McKnight was arrest- ed by Pendleton PD on an LSA warrant for As- sault III. The subject was lodged at UCJ with no bail. Disposition: REPORT TAKEN. Agency Assist Occurred at Morrow Coun- ty Sheriff’s Office, W Wil- low View Dr, Heppner, OR. MCSO made contact with the RP; the individual no longer resides in the area. Disposition: COMPLET- ED. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. The RP reported a small white car speeding down Tenth and then down Idaho. Disposition: ADVISED. Harassment Occurred on SE Utah Ave, Irrigon, OR. The RP report- ed that his neighbor in a black F-150 waited until the RP returned home before driving by with loud mu- sic, which the RP believes was done to harass him. MCSO was out of position. Disposition: ADVISED. Animal Complaint Occurred on W Fourth Rd, Irrigon, OR. The RP reported finding a baby pig on her property with no idea where it came from. Disposition: COMPLET- ED. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. The RP reported that his neighbor in a grey Jeep Cherokee has been leaving her house every 5 minutes for the last couple of hours, running the stop sign each time. MCSO checked the area; UTL. Disposition: UNABLE TO LOCATE. Warrant Arrest Occurred at Morrow County Sheriff’s Office, W Willow View Dr, Hep- pner, OR. Robert David Clark was arrested by Be- newah County Sheriff ’s Office (ID) on a warrant for Theft I and lodged at Benewah County Jail with no bail. Local charges in- clude possession of para- phernalia and obstruction. Disposition: REPORT TAKEN. Theft Complaint Occurred at Irrigon Shell Station, E Highway 730, Irrigon, OR. The RP re- ported her card was stolen and last used at this loca- tion. The RP was at the Shell station for contact. MCSO responded. Disposition: COMPLET- ED. Driving Complaint: Occurred on SE Utah Ave, Irrigon, OR. The RP reported a dark grey SUV speeding on Utah and Brandon before head- ing back towards Tenth. Disposition: ADVISED. Warrant Arrest Occurred at Morrow County Sheriff’s Office, W Willow View Dr, Heppner, OR. Gene Ray Ball was ar- rested by Pendleton PD for a P&P Detention Warrant and lodged at UCJ with no bail. Disposition: REPORT TAKEN. Welfare Check Occurred on Highway 207 Echo, Lexington, OR. The RP reported an older woman walking between his residence and the north Lexington elevator on Highway 207, heading north towards Hermiston. The woman was wearing a black jacket and black/white pants, carrying a back- pack and two duffle bags. Disposition: UNABLE TO LOCATE. Driving Complaint Occurred on SE Utah Ave, Irrigon, OR. The RP report- ed a black F-150 pickup that lives next door was harass- ing him. The young male driver waited in his vehicle until the RP went to check his mail, then drove by fast. The RP reported the same black F-150 pickup drove by his residence playing music loudly before returning to the neighbor’s house. Disposition: ADVISED.
