Rp advised that someone cut WKHORFNR൵DPDQJDWHDQG stole an air compressor and tried to hot wire a vehicle. Driving Complaint Occurred on Se Utah Ave, in Irrigon. RP advised his neighbor came over yelled at him because be made a complaint about him. Raygan Nelson 12 y/o was search- ing some suicidal things that she cant escape and that there are voices in her head RP is worried that she could be suicidal no past history with this . MCSO Jan 24 th Disabled Vehicle: A school bus was re- ported to be stuck in a ditch near Cutsforth Comer on Highway 207 Echo/Mar- quardt Rd. in Lexington. Trespass: A subject was tres- passed from Heppner Mar- ket Fresh on N Main St. in Heppner. The subject was not present at the store. Warrant Arrest: A subject was arrested by Clackamas County on a warrant and was lodged at Clackamas County Jail. Driving Complaint: A primer multi-colored Dodge pickup was reported for speeding on Se Utah Ave in Irrigon. The pickup was parked in the backyard, facing Brandon. Motor Vehicle Acci- dent: A big shipping truck moving van was involved in an accident on Highway 207 Spray in Heppner. The back end of the truck slid into the ditch. Driving Complaint: A silver Honda Civic two-door was reported for reckless driving and speed- ing on Se Kristen Dr/Se Division St in Irrigon. Agency Assist: Oregon State Police requested assistance in lo- cating a Gold Star food truck that had not made a delivery in Hardman. Driving Complaint: A silver Dodge four- door short bed pickup was reported for speeding to- wards Tenth on Se Utah Ave in Irrigon. The deputy was unable to locate the vehicle. Citizen Assist: A resident on Ne Tenth St in Irrigon requested as- sistance from a deputy for a situation involving his father-in-law refusing to return his son. The resident needed guidance on how to handle the situation. Driving Complaint: A white Chevy extend- ed cab pickup was reported for speeding and possibly not stopping at the stop sign at Tenth on Se Utah Ave in Irrigon. The pickup had a dent on the bed Theft Complaint: A report was made re- garding the theft of wires from a burned-out house, as well as vandalism of items inside the residence, on E Highway 730 in Irrigon. The reporting party request- ed phone contact. Motor Vehicle Acci- dent: A vehicle at Irrigon High School on Se Wyo- ming Ave in Irrigon was damaged while parked. The responsible vehicle’s license plate was provided. Motor Vehicle Acci- dent: A parked vehicle near Morrow County Court House on Ne Court St. in Heppner was hit, resulting in a shattered brake light and a ding on the car. The incident occurred between 6:00 AM and 4:00 PM. Dog Complaint: A lost dog, a white and brown shitzu named Coo- per, was reported missing on Highway 207 in Hep- pner since 4:00 PM. EMS: A mid-40s male on Bombing Range Rd. in Boardman experienced chest pain and shortness of breath. An individual at the gate was waiting with ÀDVKHUV Grass Fire: Flames were reported on the east side of Bombing Range Rd. in Boardman, and no individuals were seen in the area. Suspicious Activity: A report was made of an intoxicated male urinat- ing on the sidewalk near Dollar General on Main St S. in Boardman. The individual was described as wearing a dark gray hoodie with light gray sleeves and gray sweatpants, and was walking down Wilson. MCSO Jan 25 th MVA-Fire Single vehicle rollover on Tower Rd in Boardman. Pickup truck with entrap- ment. MCSO, BPD, BFD, and BAMB responded. Pa- tient refusal. Report taken. Suspicious Activity Daughter believes someone might be inside her house on E Highway 730 in Irrigon. Requesting a deputy. MVA-Fire: Vehicle spun out onto the shoulder on I-84 E. Grey Honda Civic involved. BFD and JRRA responded. MVA-Fire: Single vehicle rollover on Tower Rd in Boardman. Pickup truck with entrap- ment. MCSO, BPD, BFD, and BAMB responded. Pa- tient refusal. Report taken. MCSO Jan 26 th Disturbance: A disturbance was re- ported on NE Court St, in Heppner. The reporting par- ty (RP) requested that his brother leave his residence. The Morrow County Sher- L൵¶V2൶FH 0&62 DQGWKH Heppner Police Department (HEPA) responded to the scene. The situation was resolved peacefully, and a patient was transported to Pioneer Memorial Hospital (PMH). Assault: An assault incident occurred at Meenderinck Dairy on Homestead Ln, in Hermiston. The RP, a UPS driver who was delivering a package at the location, was assaulted by a male individual. The perpetrator attempted to choke the UPS driver with the driver’s own seat belt. However, the UPS driver managed to get the assailant out of his compartment and drive away. The culprit persisted in holding on for a brief period but was eventually left behind. The UPS driver remained on Homestead Ln to speak with law enforce- PHQWR൶FHUV Suspicious Activity: A suspicious black pickup truck was reported in Irrigon. The vehicle had driven by the location three times and was last seen heading towards Tenth St. MCSO responded promptly but was unable to locate the mentioned truck. Animal Complaint A resident on W 2nd St, in Lone, reported an incident involving his cat. The RP claimed that his cat had been hit in the back of the head, and he feared for its life. The RP requested to speak with a deputy regard- ing the incident. MCSO made contact with the RP to gather further information. Disturbance: A disturbance was re- ported on Anderson Cir, in Boardman. The RP stated WKDW KLV VRQ ZDV ³ÀLSSLQJ out” and needed to leave. The RP, who was in her bedroom, reported that her 36-year-old son was in the living room, kicking the door and yelling. The Boardman Police Depart- ment (BPD) responded to the scene to address the situation. Driving Complaint An erratic driving com- plaint was reported on Se Utah Ave, in Irrigon. The RP informed authorities about a silver two-door car with a large spoiler that was speeding on Utah Ave towards Tenth St. The vehi- FOHDOVRKDGDQRLV\PX൷HU MCSO was informed and made aware of the com- plaint. 0&62-DQ th 7UD൶F+D]DUG Approximately 20 cows were reported heading into town on Highway 74 Lena in Heppner. The individual responsible for the cows was already informed and deemed capable of handling WKHVLWXDWLRQ7KH6KHUL൵¶V Office was notified and would be updated if there were any changes. -Driving Complaint A blue BMW was re- ported to have been speed- ing on Se Utah Ave in Ir- rigon, heading towards WHQWK 7KH 6KHUL൵¶V 2൶FH responded but was unable to locate the vehicle. With the passage of the ordinance, Jensen said he would email Boardman Fire Rescue District (BFRD) and MCHD by the end of this week to give them the schedule. He said the RFP likely won’t go out before May 1. He also said he anticipates that it will be advertised for three weeks once it is released. He said the plan is to hopefully have the ad hoc committee formed within that three weeks so the proposals can be brought forward and providers se- lected within the 90-day enactment window so they can go into service as soon DVWKH$6$SODQWDNHVH൵HFW in July. The step comes after months, even years, of dis- cussion and controversy. While public comment has been outspoken, and of- ten negative, during the development of the new ASA, very little comment was made at last week’s meeting. However, Jensen did address a comment made during the previous public hearing concerning a re- SRUWHG ¿YHKRXU UHVSRQVH time by interim ambulance provider BFRD. Jensen said that he looked through the call logs, and the actual re- sponse time was about 30 minutes to the rural address, which was comparable to a 45-minute response time several months ago. He not- ed that the delay was caused by the ambulance getting stuck in snow that remained at the higher elevation, but that the patient did receive medical care. He also commended neighbors for their assis- tance in getting the ambu- lance unstuck. “Our interim services are well within the expec- tations and delivery times,” said Jensen. He did acknowledge that the incident showed the need to consider rural and mountain areas when choosing a provider. While many mountain roads are still closed due to snow, PRXQWDLQ WUD൶F SLFNV XS during the summer months. “We’re hoping to get everything in place and providers determined be- fore summer ramps up and the mountains have more activity,” Jensen said. He also said that, be- cause of the incident, the county reached out to the City of Heppner and will be working on some other intergovernmental agree- ments (IGAs) for assis- tance. “To make sure we’re bulletproof for when we request assistance from DPEXODQFH VHUYLFHV WR ¿UH districts in that area,” he added. “We’ve got a nice swath of wild land in that area, and we want to make sure we’ve got the neces- sary agreements in place.” While Jensen did not elaborate on the need for ,*$VZLWK¿UHGHSDUWPHQWV the Gazette-Times obtained a recording of an assistance call from the date in ques- tion in which Boardman Fire requested assistance from Heppner Fire, saying they needed four-wheel- drive to reach a patient. Heppner Fire refused assistance, saying they had no contract with BFRD. During public com- ment, Jodi Ferguson of Lexington questioned why a MCHD ambulance had not been paged out to assist, and said she thought an IGA with the health district should also be considered. Jensen concluded his comments by saying he realized the process had been “irritable,” but that he believed the county had a good product to move forward. “As we get into May, we get the proposals pub- lished for providers, and hopefully we can get some good determination and move forward in a good spirit of providing service to all residents of the coun- ty,” he said.
