RP sees him in the back yard now. RP is just concerned because the other dog that runs with the German Shep- herd has charged RP before and didn’t know if the Ger- man Shepherd would try to charge him. Welfare Check Occurred on W Eighth Rd, in Irrigon. RP is con- cerned for step dad, 93 yoa, and she would like a welfare check on him. He is refusing to go to the hospital. Deputy Larson assured him that he would address the issue with the other deputy. The Heppner Public Works Di- rector reported on various projects, including water leaks, septic dumps, install- sign, and attending training conferences. City manager John Doherty provided updates on the OTL network cam- eras at the City Park saying he is working on getting them online and discussed options for chip sealing and seal coating the streets of Heppner. He mentioned a pre-application for trans- portation and growth man- agement funding and ad- dressed property owners refusing to pay Transient Room Tax. Doherty also had a meeting regarding DQD൵RUGDEOHKRXVLQJSUR- gram in Boardman and the potential for expansion to other Morrow County cit- ies. He discussed mutual aid between Heppner Fire and Morrow County con- tracted ambulance services and requested approval for an intergovernmental agreement with the Willow Creek Park District. During the new busi- ness portion of the meeting, the council discussed an in- tergovernmental agreement with the Willow Creek Park District for groundskeep- ing and pool maintenance.
