The pro- posal is for construction of a septic tank effluent grav- ity system. The City has submitted an application to RD for funding of the pro- posal. An- derson Perry & Associates, Inc., an environmental consultant, prepared an environmental assessment for RD that describes the project, assesses the pro- posed project’s environ- mental impacts, and sum- marizes as applicable any mitigation measures used to minimize environmen- tal effects. The proposed project will utilize the Nationwide Programmat- ic Agreement Among the U.S. Department of Ag- riculture Rural Develop- ment Programs, National Conference of State His- toric Preservation Officers, and The Advisory Council on historic Preservation for Sequencing Section 106 (NPA) to achieve compli- ance with the Nation His- toric Preservation Act and formally determine effects on historic properties listed or eligible for listing on the National Register of His- toric Places. The proposed Project will have no effect to federally listed species or designated critical hab- itat. The proposed project would not disproportion- ately affect minority and/or low-income populations. RD has conducted an inde- pendent evaluation of the environmental assessment and believes that it accu- rately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. Questions and comments should be sent to RD at the address or email provided. RD will accept questions and comments on the envi- ronmental assessment for 14-days from the date of publication of this notice. Any final action by RUS related to the proposed project will be subject to, and contingent upon, com- pliance with all relevant Federal environmental laws and regulations and completion of environ- mental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures. Sperry St. in Heppner. -MCSO received report of a 13-year-old female who was being aggres- sive on Columbia Lane in Irrigon. The caller report- ed that she had locked herself in the bathroom and was afraid the sit- uation would become physical if she left the bathroom. The caller re- ported that she could hear younger voices and said they had pulled the sign over for the intersection. She advised that she did shoot her rifle into the air and the individuals left toward Franklin Hill, east on Hwy. 74. The caller said that he was advised that he needed $2,000 to paint the car. He said he wanted MCSO to be aware that he was going to get his pickup in case and issue occurred. -MCSO received report of cattle out on I-84 East, Boardman. -MCSO received report from a subject on S.E. The bike was disposed of. -MCSO received a 911 hang-up call. -MCSO received informa- tion from a subject that he needed to pick up some property, but the owner of the place refused to let him. MCSO attempted contact multiple times. -MCSO received report of criminal mischief at Little Butter Creek Rd./Hwy. 74-Lena that someone in a large, very loud pickup tried to pull over a road sign with a blue tow strap, which was left at the scene. The caller said this was the second night in a row that it happened and would like a deputy to be in the area around the same time because she said she thinks they will be back.
