There was apparently confusion, however, over whether Heckathorn was still working as the medi- ator, and even if the health district was still engaged in negotiations. Boardman Fire Rescue District Chief Michael Hughes told the Gazette-Times Monday no- body was talking to him and “nobody seems to know.” An email from Heck- athorn said she was looking forward to more mediation sessions to be scheduled after October 29, saying she was available “anytime in November.” She also com- mented on working with the two districts in Morrow County. “I first want to congrat- ulate you for coming to the table to work through issues with the Morrow County ASA (Ambulance Service Area) Plan and with Prehospital EMS in general in Morrow County. These are difficult conversations and you all have been in the thick of it for many months,” she said. Heckathorn seemed to think progress was being made in the mediations but admitted there had been some behavior problems. “Some good work was ac- complished on the 3rd and I believe that progress can continue. It is, however, clear I will need to establish and be more vigorous in en- forcing stricter guidelines, rules of behavior, if you will, for our interactions to benefit this process. We, I, wish to ensure a safe environment where all can be heard without fear of reprisals or hostility and simply to ensure all follow the ground rules set forth,” she stated. Heckathorn said she was going to continue talking to both sides outside of the mediation meet- ings and that a draft report would be issued. “I will be reaching out to key parties of both the MCHD and BFRD and also updating the Morrow County BOC with a report to date. I hope to speak with several of Hughes and Emily Roberts. One thing each of you will see is a draft report of the work efforts to date,” she said. In other ambu- lance dispute news Kenneth Browne of the Boardman Fire Rescue District at- tended the Oct. 12 meeting of the County Commission asking to be put on the agenda to talk about the county licensing the Board- man ambulances for patient transport. Chairman Jim Doherty would not initially commit to putting the issue on the agenda for discus- sion. Browne spoke during a time at the begin- ning of each commission meeting reserved for pub- lic comment, and Doherty thanked him for his com- ments but did not respond to Browne’s agenda request. “Are you going to move forward with it at all?” Browne asked Doherty. “I appreciate your com- ments,” he responded. He also asked if he had any- thing further. A larger discus- sion eventually did occur when Browne suggested the Health District had “pulled out” of negotiations. “I don’t think anyone has pulled out,” said Commis- sioner Melissa Lindsay. Commissioner Don Russell said the commissioners had received a letter saying the health district is pulling out (see reference above). Lindsay disagreed. “They said they have concerns about he process and hostile environment that is some- thing the board needs to talk through,” she said. Doherty continued to break off discussion on the ambulance dispute say- ing it was not a “give and take” time on the agenda, however County Counsel Justin Nelson then attempt- ed to explain why multi- ple ambulance licensing requests have not caused the issue to be put on the agenda for discussion. Nelson said, in order to request a license from the Oregon Health Authority, Oregon law says there needs to be a letter of need submitted by the September 15: and returned it to the own- er. -MCSO received report of a chihuahua showing up at their residence in Irrigon. MCSO responded and the dog was taken to pet res- cue. -MCSO received report of a “brand new” Highland- er on the side of the road. MCSO made contact and learned the driver was just out for a hike. -MCSO received report of a firearm stolen, but caller wasn’t sure if it was stolen in Eugene or Heppner. -MCSO received a report of several items stolen from the caller’s prop- erty in Heppner. MCSO responded, but the own- er did not want to pursue charges concerning the missing mannequin. -MCSO received report of people breaking into a shop and taking things on Depot Lane in Irrigon. The caller requested extra patrol of shop and yard. -MCSO, Heppner Ambu- lance received report of a juvenile with a hurt arm at the Morrow County Fair- grounds in Heppner. -MCSO received report of a deer that had been hit and was still alive on Hwy. 74, Ione. -MCSO received request for extra patrols on Mat- lock St. in Heppner since the owner will be out of town. -MCSO received report of a traffic hazard in the road at Hwy. 207 Echo. MCSO responded and the hazard was removed. -MCSO received report of a black Lab with a bright pink collar missing in Irri- gon. -MCSO received report from a subject on Idaho Lane in Irrigon that east of his house are sheep that aren’t being properly cared for. The caller said the sheep looked half dead and he has not seen any- one taking care of them the past month. -MCSO reported officer initiated activity at the Boardman Police Dept. concerning a restraining order violation. -MCSO received report of a missing cell phone. Boardman fire council said they would let us know when to add them back in,” Nelson explained. Browne com - plained, saying this was not about documentation but about getting on the agenda seeking an ambu- lance license. “We would like to get on the agenda. We’ve been at this for 18 months and we have yet to get on the agenda here to discuss this,” he reiterat- ed. “The step process was submit documentation and then be on the agenda. That was the understanding of a majority of the Board of Commissioners,” Nelson said. Doherty said when they originally asked for a license, which must be okayed by commissioners, Boardman Fire said they wanted to make additional revenue by transporting patients between hospitals from the Hermiston area. “We asked for document- ed need for the outside revenue and supporting documents,” Doherty said. “And we said we would ta- ble it until those supporting documents were brought in, supporting the need for the outside revenue coming in,” he told Browne. Doherty said there never was a vote taken blocking their request for a license. “We did not take it to a vote. The news- paper suggested myself and Lindsay refused to allow the license. It never came to a vote,” he emphasized. Russell took ex- ception to the commission demanding documentation for need before they would approve a license. “It seems odd to me that we are re- questing documentation of need for a special district to do something. What type of need are we looking for?” he asked. Nelson explained the state law was “weird” in this respect. Oregon law a letter saying there is a documented need for the (ambulance) service,” Nel- son said. “It seems odd if they have the resources, can’t we just do this (pro- vide ambulance service.),” he said. Nelson added he knows there has been “a lot” of discussions between the fire department and health district with Board- man saying they can pro- vide faster ambulance re- sponse times, etc. However, he pointed out the board of commissioners is still wait- ing for documentation for the need before it is put on the agenda for discussion. “The term documented need is the thing that stood out. That’s what the board is looking to get beforehand and then possiblely get it,” Nelson said. Lindsay said the earlier motion was to table the ambulance license re- quest, not deny it. “Our mo- tion to table was intended to keep the door open so they could come back with need and not just a financial pre- sentation,” she explained. “I wanted to make sure I had it in front of me for decision making.” Contacted later, Hughes said his district would not be providing any documents of need. He instead said the doc- umentation Oregon law is referring to is the letter from the commissioners approving the license. “The Oregon Health Authority does not require the county to collect data,” Hughes said. Although he says he has over “200 examples” of where Boardman Fire could have provided bet- ter ambulance service, he would not be submitting it to commissioners. “The county does not need to collect date to give to the state. The letter they write in support is the document of need,” he emphasized. Sheriff’s Report -MCSO Officer reported a possible disabled vehi- cle at I-84 in Hermiston. MCSO responded and de- termined the vehicle was not disabled, but improp- erly parked. MCSO issued a warning to the driver. -MCSO received a report of a large amount of cop- per wiring stolen from the Port of Morrow Chipping Yard on Marine Lane in boardman. -MCSO received report of a gray 4-door Mazda parked on the bike path on Division between Cali- fornia and Utah in Irrigon. MCSO responded and found the area clear. -Boardman EMS received report from the Columbia River Health Clinic of a 20-year-old female chok- ing on a pill.
