MCSO August 13 Saturday, August 13: At midnight, a subject on Knapp St. in Irrigon re- quested extra patrol for a vehicle speeding and drifting out of lane. The caller said he was okay with patrol sitting in front of his residence. -MCSO received request for extra patrol at N.E. Ore- gon Avenue and North First St. in Irrigon for speeding vehicles twice a day. MCSO responded and determined everything was clear. -MCSO received an hang- up/abandoned call on N.W. Tumbleweed Blvd. in Ir- rigon. MCSO responded and determined everything was OK. -MCSO received report of a gray Pontiac G6 going past the caller’s house at a high rate of speed. MCSO responded and observed that the vehicle was parked and unoccupied. -MCSO received request for extra patrol at West Sperry St. and N.W. Mor- gan St. in Heppner for ve- hicles going up Morgan St. the wrong way towards the high school. -MCSO received report from an Irrigon resident that there was a stray brown and white pit bull in her yard. MCSO responded and the dog was dropped off at Pet Rescue. -MCSO received a report from a male subject that a female, who had been in jail before for 60 days had been calling his brother and saying false things about him. The female called and advised that the male sub- ject had been telephonically harassing her. -MCSO received request for extra patrol twice a day for a week from a female caller in Heppner who com- plained that an unknown person had been randomly knocking on her back door and alerting her service dog, then immediately leaving. -MCSO received request to check on the caller’s father, whom she had not been able to get ahold of and did not seem well the previous night. Boardman Fire De- partment, MCSO, Board- man Police Department and Boardman Ambulance responded. -MCSO received report of an orange Kenworth truck with Washington plates hauling corn that was tail- gaiting them. Oregon State Police was advised.\ -MCSO received report of a party with a band behind his residence on Kunze Lane setting off fireworks. The caller said he was con- cerned due to fire danger and requested contact after the deputy responded. The deputy responded, but did not locate any fireworks being set off. -Heppner Fire Department received report from a sub- ject on Balm Fork Rd. in Heppner who said he was notified that he had a hay- stack on fire. -MCSO received report of a mother and father hitting their child and pulling her hair at Love’s Travel Stop on Tower Rd. in Boardman. MCSO responded and de- termined it was a parental discipline issue, not abuse. -MCSO received report of a male wearing a black helmet and a dark grey shirt riding a red dirt bike by Heppner Elementary School and Morrow County Fairgrounds. The caller said it was an ongoing issue and it was most likely a juvenile who lives off Elder St. -MCSO received another request for extra patrol for speeding vehicles twice a day on N.E. Oregon Ave. and N. First St. in Irrigon. -MCSO received report from a subject in Heppner Heppner Gazette-Times, Heppner, Oregon Wednesday, September 21, 2022 -- SEVEN Sheriff’s Report who advised that some horses were taken from her property in November and she says that her son took them. -MCSO received report of a disabled vehicle on I-84 in Boardman with a female standing behind it trying to hitchhike to the gas station. -MCSO received request for extra patrol behind the Oregon Trail Library in Heppner for vandalism and people sleeping in the park. -MCSO received report of suspicious activity on Kincaid Lane in Ione. The caller reported that two vehicles were taken from a residence. The subject, a daughter who was in charge of the estate, reported that she had just sold the ve- hicles. -MCSO received request for extra patrol for two weeks, due to theft. MCSO was advised to be on the lookout for a motorcycle or hatchback. -MCSO received report from a subject on Kunze Lane in Boardman who said the neighbors to the west had a live band and have been playing loud music. They requested a call back after a citation had been issued. MCSO August 14 -Lexington Fire, Ione Fire, Heppner Fire and Morrow County Sheriff ’s Office responded to a fire call at Brenner Canyon Rd. and Valby Rd. The fire was put out. -MCSO received a request for extra patrol twice a day for a week from a Heppner subject who says someone was randomly knocking on her back door and alerting her service dog. -MCSO received request for extra patrol at the Ore- gon Trail Library on Main St. in Heppner for vandal- ism and people sleeping in the park area. -MCSO received a request for extra patrol on Co- lumbia Lane in Irrigon for suspicious activity and individuals. -MCSO received request for extra patrol on Olson Rd. in Boardman due to theft. The caller advised to be on the lookout for a motorcycle and hatchback. -MCSO conducted extra patrols on Hwy. 730, Irri- gon. -MCSO received report from a subject on Hwy. 74, Heppner, who said she had two coyotes in her back- yard. She said that Oregon Department of Fish and Wildlife advised that she could safely shoot them, because there was nothing they could do. The subject asked for assistance from MCSO and they made con- tact. -MCSO received a request for a courtesy ride from a Heppner subject who said she was walking with another person whose legs were not doing well and wouldn’t be able to make it up the hill to home. A dep- uty responded and provided a courtesy ride. -MCSO received report of a motor vehicle fire on Hwy. 74, Heppner about half a mile from Bunker Hill. MCSO arrested Jesse Austin Corbin for DUII. He was lodged at Umatilla County Jail with no bail. MCSO August 15 -Boardman Ambulance re- ceived a call from a Board- man subject who reported that his/her 50-year-old mother, who has a history of brain bleeds, was very confused. Boardman Fire Department and Boardman Ambulance responded and the patient was transported to Good Shepherd Hospital in Hermiston. -Boardman Ambulance and Boardman Fire responded to Morrow Estates for an 81-year-old female having difficulty breathing. The patient was transported to Good Shepherd Hospital in Hermiston. -MCSO, Boardman Police Department, Boardman Fire Department, Board- man Ambulance and Irri- gon RRA responded to a report of a short bed semi that rolled on I-84 East, Boardman. The patient was transported to Good Shep- herd Hospital in Hermiston. ODOT was advised and the incident was refereed to Oregon State Police. -Boardman Ambulance re- ceived report of a 59-year- old male who was not breathing at Love’s Travel Stop and Country Store in Boardman. The call was cancelled. -Boardman Police Depart- ment, Boardman Fire De- partment and Boardman Ambulance responded to a fire call on Zuzu St. in Boardman, with smoke coming from inside the house. The fire was put out. -MCSO, Heppner Fire and Heppner Ambulance re- sponded to a report from an officer who said a 10-year- old juvenile fell off his bike at Gale and Hinton streets in Heppner and possibly broke his nose. -Heppner Fire Department advised of a controlled burn at N.E. Stansbury St. and N.E. Court St. in Heppner between Heppner Elemen- tary School and the Morrow County Fairgrounds. -MCSO received report of a phone left in the rest area bathroom at Love’s Travel Stop and Country Store on Tower Rd. in Boardman. A find-phone app showed it at first at Love’s, then it began moving east-bound on I-84. A deputy checked the area, but was unable to locate the phone. -MCSO received report from a MCSO deputy that a deer was hit and was lying in the middle of the road on Hwy. 74, Heppner. ODOT was advised and the deer was removed from the roadway. -MCSO received a 911 hang-up/abandoned call from a Spanish speaking individual from Ione. The call was referred to another agency. -MCSO received report from a subject at First St. and Park Avenue in Board- man that a lock became stuck in the bathroom and her friend was locked in. She said she wanted to pass on information to the parks department. The call was referred to another agency. -MCSO received another report of drivers going the wrong way up Morgan St. toward Heppner High School. It was a one-way street with people driving the wrong way. -MCSO received report of a controlled burn of a garlic field on Hwy. 730, Board- man, east of the railroad overpass. -MCSO received report from a subject traveling west-bound on I-84 that she saw a dead horse and two others standing next to it. The report was unfounded. -MCSO received report on an illegally-parked semi on Columbia near 7 th in Irri- gon. MCSO made contact. -MCSO received request for extra patrol at Country Garden Rd. in Irrigon. -MCSO deputy responded to a disabled motor home hauling a pickup on I-84 E. in Boardman. -Boardman Ambulance re- ceived a call from a Board- man subject who reported that his/her 50-year-old mother, who has a history of brain bleeds, was very confused. MCSO was unable to locate the calf. -MCSO received report of a driving complaint against a subject in a dark gray Jeep Cherokee heading toward 10th in Irrigon. -MCSO received request for mental help from a sub- ject in Heppner who said he was stressed and didn’t want to talk to the cops any more. Community Coun- seling was advised and the subject was referred to that agency. -MCSO reported assisting a juvenile at Morgan St. and Riverside Ave. who got his shoelace stuck on a bike chain. MCSO assisted. -MCSO received request for extra patrols on Colum- bia Lane in Irrigon because of suspicious individuals and suspicious activity. -MCSO received report of a male, wearing a hot pink tank top and gray or khaki shorts, possibly under the influence of a substance, throwing things at employees at Carl’s Jr. at Love’s Travel Stop and Country Store on Tower Rd. in Boardman. -MCSO received report from a Heppner subject that he was upset because “Chad was out there again harassing him.” He advised that “Chad” goes out to the shop and goes up to his house and eats. “He’s out here eating tuna.” A deputy was advised and reported that Community Counsel- ing was working to provide the caller with resources for mental help.” -MCSO received report that a semi-truck parked at Love’s in Boardman that was refusing to move. The vehicle was moved. MCSO August 26 -MCSO officer initiated activity at Columbia Ave. and Gar Swanson Drive in Boardman and Tidewater Bay. -MCSO initiated activity at Irrigon Skate Park. Individ- uals were leaving the area. -Boardman Police Officer advised of a speeding white sedan down Main, heading onto I-84 that he was not able to stop. -MCSO received report of a vehicle that appeared to have gone off the roadway and was in the bushes near a cornfield. -MCSO received report of a stolen bicycle from a residence on Water St. in Heppner. The bike was seen the previous night. -MCSO received report of a suspicious person riding a bike down a dead-end alley looking at houses. The subject was a late-50s male with blonde hair, dressed all in brown with a backpack on his bike with a speaker playing music. The subject left on the highway head- ing toward Heritage Park. MCSO responded but was unable to locate the subject. -MCSO received report of a large black cow on the free- way on Rhea Creek Rd. and Highway 74 in Ione. MCSO responded and reported that the cow is off the highway. -MCSO received report of a scam report that occurred on Frank Gilliam Drive in Heppner. The reporter said that she received a scam order confirmation in an email that she was charged $500 on her Paypal account to buy Bitcoin. The caller said she does not have a Paypal account. -MCSO reported extra pa- trols in the area of Country Garden Rd. looking for drivers tearing up the roads. -MCSO received report of what appears to be a bike in the middle of the fast lane on I-84 Boardman. MCSO responded and removed the hazard. -MCSO received report from UPS that his employee was bitten by a pitbull that was chained up. The em- ployee did not need medical attention, but wanted to re- port it and requested phone contact. MCSO responded and made contact with the reporter. -MCSO received report from a subject on S.E. Park Place in Irrigon who said her granddaughter was bit- ten by a neighbor’s dog. They said that the doctor said they needed to report it. -MCSO received report at Morrow Estates on Mar- shall Loop in Boardman that a male choked his brother in from of children. The sus- pect and victim were still on the scene. Boardman Police Department responded. -MCSO received report from a subject on S.E. Utah Ave. in Irrigon that a dark green Nissan Xter- ra “flew past his house h e a d i n g t o w a r d 1 0 th. MCSO August 27 August 27: MCSO officer reported he was out with two non-responsive intoxi- cated males at First St. and Boardman Ave. Boardman Police Department, Board- man Fire Department and Boardman Ambulance also responded. Boardman Po- lice Department arrested Juan Angel Ciriaco Garcia for DUII, Reckless Driving and Reckless Endangering and was lodged at Umatilla County Jail with no bail. He was also cited for Refusal to Take a Breath Test and or- dered to appear at Morrow County Circuit Court. -Boardman Fire Depart- ment received a report of a motor vehicle fire with a semi-truck jackknifed in the middle of the road on I-84. -Boardman Fire Depart- ment received request for assistance for a fast-moving brush fire with agricultural buildings on fire and resi- dences threatened. Board- man Fire and Irrigon Fire responded. -Ione and Heppner ambu- lances received a report of a 37-year-old woman in Ione who was nine months preg- nant having contractions. Ione Ambulance and Hep- pner Ambulance responded and transported her to Pio- neer Memorial Hospital in Heppner. -EMS received report that a 51-year old male on Fair- view Way in Heppner had fallen down the stairs and was injured. The patient refused transport. -MCSO received request for extra patrols on Chase St. in Heppner. The caller advised she was in the pro- cess of selling a house and a couple was planning to buy it. However, they changed their minds and the caller was in the process of selling it to someone else, but the previous buyers kept going into the house. -MCSO requested extra patrols on Depot Lane in Irrigon for people break- ing into a shop and taking items. -MCSO received report of loud music coming from a neighbor’s house on S.E. Fourth St. in Irrigon. Call- ers requested that the sher- iff’s office have them turn it down. A deputy responded, but did not hear any loud music. -MCSO received report of loud music coming from a house on Kunze Rd. Board- man Police Department responded and the subjects said they would turn it down.
