SIX - Heppner Gazette-Times, Heppner, Oregon Wednesday, April 6, 2022 Morrow County Schools to hold town hall on April 7 Yes for Morrow County Schools is hosting a com- munity town hall in Hep- pner at 5 p.m. on Thursday, April 7 at the Gilliam and Bisbee Building, 106 E. May St., to discuss Bond Measure 25-87. The bond measure is designed to improve safety and modernize facilities to meet the needs of each of the Morrow County School District communities. In Heppner, this includes adding classrooms and a gymnasium on to the ju- nior/senior high school to create a single K-12 school building, improving secu- rity with updated entryway design, and reconfiguring playground and parking lots for better access. Consolidation into a single school building in Heppner will improve staff and energy efficiency while creating adequate space for incoming students. The town hall is free and open to the public. ALL NEWS AND ADVERTISEMENT DEADLINE: MONDAYS AT 5:00 P.M. Obituaries Richard Erwin Kinzer Richard Erwin Kinzer, 86 formerly of Heppner, died Sunday, March 27, 2022, at Hermiston. At his request no service will be held. He was born September 20, 1935, at Crabtree, OR, the son of Vilas Erwin and Ruby Fay Kennedy Kinzer. Richard was raised and at- tended school in Condon, OR. When he was of age, he joined the United States Army with his two brothers, Donald and Kenneth, and the three were stationed in Germany. While living in Germa- ny, he met his wife, Emilie (Klara) Schumacher and the couple married on August 18, 1961, at Mannheim, Germany. They had two sons, Jimmy and Bobby. Richard was a hard, dedicated worker who spent most of his life ranching. For the last 40 years of his ranch life, he worked for the Mahoney Ranch in Heppner. He loved his dogs, horses and working with livestock, and was al- ways at the warm room by 7 a.m. to have coffee with the men until he moved to Hermiston. He and Klara moved to Hermiston after retirement where he lived until his death. Richard was a long- time member of the Hep- pner Elks Lodge #358. He had the Richard Erwin Kinzer best sense of humor, and his smile would light up his face. He enjoyed many years of team roping with friends. Survivors include his wife, Klara Kinzer of Hermiston; son, Jim Kinzer of Portland, OR; sister, Peggy Parks-Hathaway of Terrebonne, OR; two granddaughters, Julia and Jamie and two great grand- children, Paige and Gabriel. He was preceded in death by his son, Bobby; his parents, Vilas and Ruby; and his brothers, Donald and Kenneth. Sweeney Mortuary of Heppner is in care of ar- rangements. And if you think about it, you can see it in your mind. Him, Leanin’ in the saddle with his ol’ hat on his head, Contentment set upon his face like blankets on a bed. The leather creaks a little as he shifts there in the seat. The bit chains give a jingle when his pony switches feet. And you somehow get the feelin’ that he’s sitting on a throne. A’gazin out on paradise just like it was his own.
