He believes it might have fallen out when he and passenger switched drivers. Unable to locate. -MCSO received a report that James David Towns was arrested by MCSO on P&P fail to re- port. Lodged at UCJ with no bail. -MCSO received a re- port at SE Utah Ave/SE Tenth St, Irrigon that there is a vehicle parking in front of the fire hydrant. -MCSO received a re- port on SE Utah Ave, Irri- gon that deputies on duty shouldn’t be telling him to vote for Matlack and try to get him reelected. They need to be doing their job and taking care of the vehicles that are driving past his residence and ha- rassing him. When asked who spoke to him, subject hung up. -MCSO received a re- port on W Eighth Rd, Irri- gon that there are sheep in her yard. -MCSO received a re- port at SE Utah Ave/SE Seventh St, Irrigon that a red 4-door Chevy car sped down the road and then ran the stop sign. -MCSO received a re- port on I 84 E, Boardman that on ramp 164 EB there is a male subject laying face down near the end of the off ramp. Subject looking for a ride to The Dalles. BPD transported as far as Love’s Travel Stop. -MCSO received a report on SE Utah Ave, Irrigon that a white or sil- ver Dodge Journey was speeding, headed towards Knapp. White Honda Prius just went through, multiple cars going toward Knapp. Unable to locate. -MCSO received a re- port on SE Utah Ave, Ir- rigon that a black F350 or F250 goes through the area at high rates of speed to harass him. Unfounded. -MCSO received a re- port on SE Park Pl, Irrigon that a subject has been watching little girls and takes pictures of them. -MCSO received a re- port on NE Eighth St, Ir- rigon that RP has noticed a vehicle coming to the back alley of her residence the last couple nights and days. RP believes one of her cameras was also van- dalized back there. Under investigation. -MCSO received a re- port on I 84 E, Boardman that an individual in a black pickup with a white trailer sideswiped him and then drove off, still following him. Sanford Julius Grass- eth was issued citation for careless driving with ac- cident. October 16: Morrow County Sheriff ’s Office received a report on S Main ST, Heppner that a bluish green Chevy pickup has been parked at their place for over a month now. RP wants contact to see if a deputy can figure out who owns the vehicle and why it is there. RP does not want the vehicle parked there. -MCSO received a re- port on Wilson Ln/Laurel Rd, Boardman that a bull is out on Wilson. Unable to locate. -MCSO received a re- port on NW Gale St, Hep- pner that RP was outside and came back in and there was a purple latex glove on the floor. -MCSO received a re- port on SE Utah Ave/SE Tenth St, Irrigon that a car with WA plates that in the past hasn’t had a title is headed towards Tenth. Unable to locate. -MCSO received a re- port at St Patrick’s Senior Center on N Main St, Hep- pner that RP has a little chi- huahua and he is always on a leash. Subject has tow big dogs not on a leash and one came after her dog. Subject was issued warning for dog as a public nuisance. -MCSO received a re- port on SE Utah Ave, Ir- rigon that the black Ford pickup went down Utah at a high rate of speed. RP advised this is an ongoing issue. -MCSO received a re- port on NW Gale St, Hep- pner that RP advised her ID and a few gift cards were stolen out of her wallet. RP called back; she found the property. -MCSO received a re- port on SE Gilmore St, Heppner that RP wanted to report telephonic harass- ment for scam calls about her social security. -MCSO received a re- port on I 84 E, Boardman that a young male is jump- ing the fence going from north to south crossing I 84. Unable to locate. -MCSO received a re- port on SE Utah Ave, Ir- rigon that a silver car at the neighbor’s house is blocking the neighbor’s driveway. No violations observed. Unfounded. -MCSO received a re- port on NW Gale St, Hep- pner that a kid was throwing rocks at his house. -MCSO received a report on SE Utah Ave, Irrigon that a vehicle all blacked out sped down the street towards Tenth. Un- able to locate. October 17: Morrow County Sheriff ’s Office received a report at Seventh Day Adventist Church on NW Minor St, Heppner that subjects are yelling from a vehicle in the parking lot. RP advised female told the other person to stop hitting her. Unable to locate. Under investigation. -MCSO received a re- port on Route 74 on Hwy 74, Ione that a white Ford long bed crew cab is driving fast around Ione and squeal- ing around the corners. -MCSO received a report at SE Utah Ave/ SE Division St, Irrigon of loud music being played on Utah. Unable to locate. -MCSO received a re- port on China Ditch Ln, Irrigon that there is a black quad going up and down china ditch really fast and it is very loud. Unable to locate. -MCSO received a re- port that Kimberlee Cas- tellanos was arrested by MCSO on UC warrant. Lodged at UCJ with bail of $300,000. -MCSO received a re- port on NE Twelfth St, Irrigon that there are several vehicles driving at high rate of speed coming and going from the marina. -MCSO received a re- port on Cougar Ln, Heppner that RP found a little black dog with a shock collar but no owner information near Blakes Ranch. -MCSO received a re- port on SE Utah Ave, Irri- gon that a green Lexus with ID plats is driving up and down Utah at a high rate of speed. Unable to locate. -MCSO received a re- port on I 84 W, Boardman of dogs running across the road and hanging out in the median. Unable to locate. -MCSO received a re- port at Willow Creek Res- ervoir on Willow Creek Rd, Heppner that a male is passed out in a vehi- cle. Male was resting be- fore heading up to Blakes Ranch. -MCSO received a re- port on Hwy207 Echo, Echo of an older model sports car with no lights traveling at 80+ mph. Passed the RP outside of Lexington and continued north on Hwy 207. Referred to other agency. -MCSO received a re- port on I 84 E, Boardman that a two-tone Dodge pick- up is swerving off the road, no taillights. -MCSO received a re- port on I 84 W, Boardman of a vehicle with excessive lane travel and inconsistent speeds. Referred to other agency. -MCSO received a re- port that PPD is out with subject. Ryan Everett Arm- strong was arrested by PPD on MCSO PV. Lodged at UCJ, no bail. -MCSO received a re- port that Ryan Brett Weber was arrested by UPD on IJC warrant. October 18: Morrow County Sheriff ’s Office received a report at I 84 W, Boardman of a disabled vehicle near the median. Subject has blown tire, on the phone with roadside assistance. -MCSO received a re- port on SW Second St, Irrigon of a 71 yo male with possible heart attack. Patient transported to GSH. -MCSO received a re- port at NE Tenth St/NE Washington Ave, Irrigon that a white car and a black truck did not stop for the stop sign. RP is also upset that people are being al- lowed to camp on the area used to exercise dogs. -MCSO received a re- port at SE Idaho Ave/SE Eleventh St, Irrigon that a gray 4-door Dodge Stratus with no plates ran the stop signs.
