Heppner Gazette-Times, Heppner, Oregon Wednesday, January 13, 2021 -- SEVEN Boardman swears in mayor and four councilors The City of Boardman swore in Mayor Paul E. Keefer, Councilor Brenda Profitt, Councilor Katy Norton, Councilor Paul Beagle and Councilor Isaac Williams. They will serve a four-year term with an expi- ration date of December 31, 2024 with the exception of Councilor Isaac Williams who was appointed into a vacant position with an ex- piration date of December 31, 2022. The city council elected Councilor Roy Drago Jr as Council President for 2021. The city also voted to re-appoint Ted Lieurance and Lisa Mittelsdorf to the budget committee with a term ending December 31, 2023. Also, re-appointed are Zack Barresse and Rag- na TenEyck to the planning commission with a term ending December 31, 2023. In other city business, Obituaries Joseph Charles Herb a public hearing was held to receive public comment concerning a request for a zone change and map amendment for tax lot #1600 of Morrow County Tax Map 4N 25 9CC. The city council voted against the zone change and map amendment. A proposal was pre- sented by Kimberly Lind- sey, Community Coun- seling Solutions, to open and operate a combined Behavioral Rehabilitation Services and Psychiatric Residential Treatment Fa- cility focused on the care of younger children between the ages of six and eleven, with a capacity of up to 14 children in the Boardman area. He is preceded in death by his loving wife, Peggy, his parents, and a brother, John. He is survived by his four children and their spouses; Deborah and Scott Wryn of Ione, OR, Mary VanKleeck and her com- panion Daniel McNabb of Sherwood, Andrew and Virginia Herb of Coeur d Alene, ID, Daniel and Kelly Herb of Salem; a brother and his spouse, David and Sally Herb; six grandchil- dren, Joseph, Christopher, Brett, Brianna, Samantha and Jack; and seven nieces and nephews.
