NOTICE IS HEREBY
GIVEN, pursuant to the
provisions of Section
147(f) of the Internal Rev-
enue Code of 1986, as
amended (the “Code”) and
Oregon Revised Statutes
(“ORS”) 777.565, that the
Port of Morrow, Oregon
(the “Port”), will hold a
public hearing and consid-
er a resolution authorizing
the issuance of revenue
bonds on Tuesday, Novem-
ber 10, 2020, at 1:30 p.m.,
in the offices of the Port, 2
Marine Drive, Boardman,
Oregon 97818. If adopted,
the resolution will autho-
rize the issuance of exempt
facility revenue bonds for
a qualified solid waste dis-
posal facility pursuant to
Section 142(a)(6) of the
Code and as described in
ORS 777.250(4)(c) in one
or more series, issued ei-
ther separately or together,
tax-exempt or taxable, pur-
suant to a plan of finance,
in the maximum aggregate
principal dollar amount
not to exceed $65,000,000
(the “Bonds”) and loaning
the proceeds of the Bonds
to Red Rock Biofuels, Inc.
(the “Borrower”) to be
used by the Borrower for
the purpose of acquiring,
constructing and equipping
an advanced biofuels pro-
duction facility convert-
ing waste woody biomass
into renewable drop-in jet,
diesel and gasoline blend-
ed fuels located at 18281
Kadrmas Road, Lakev-
iew, Lake County, Oregon
97630, approximately 64
acres of land located north-
west of the corner of High-
way 395 and Kadrmas
Road, Lakeview, Oregon
97630 and approximate-
ly 10 acres northwest of
the intersection of Rober-
ta Road and Stock Drive

Lane, Lake County, Ore-
gon (the “Project”). The
Borrower is the owner of
the Project. The purpose
of the public hearing is to
hear public comment on
the issuance of the Bonds
by the Port.
The principal of and in-
terest on the Bonds will
not constitute a debt of
Port, nor shall the Bonds
be payable from a tax of
any nature levied upon any
property within the Port
nor within any other politi-
cal subdivision of the State
of Oregon. The Bonds
will be payable only from
the revenues and resources
provided by the Borrower.
Section 147(f) of the Code
requires that the issuance
of the Bonds be approved
by the Board of Port Com-
missioners of the Port,
as the applicable elected
representatives of the gov-
ernmental unit issuing the
Bonds, after a public hear-
ing.
The purpose of the public
hearing will be to provide a
reasonable opportunity for
members of the public to
express their views, oral-
ly or in writing, regarding
the issuance of the Bonds
and the uses and purpos-
es of the proceeds of the
Bonds. The hearing will
be conducted in a manner
that provides a reasonable
opportunity for persons
with differing views to be
heard on the question of
the issuance of the Bonds.
Written comments also
may be mailed to the Port
of Morrow, Oregon, 2 Ma-
rine Drive, Boardman, Or-
egon 97818, to be received
one business day prior to
the public hearing.
This notice is published
pursuant to Oregon Re-
vised Statutes 777.565
and the public approval
requirements of Section
147(f) of the Code and the
regulations and rulings is-
sued thereunder.

Grace A. Baker
Grace A. Baker, 87, of
Lexington died, Monday,
October 5, 2020 at Pio-
neer Memorial Hospital. A
graveside memorial service
was held on Friday, October
9, 2020 at the Lexington
Cemetery.
She was born March 2,
1933, at Monument, OR,
the daughter of Perry A. and
Lydia J. Cox Wilson. She
was raised in the Hardman
area and graduated from
Heppner High School.
In May of 1952 Grace
enlisted in the United States
Air Force where she served
as a Radio Tech. Grace was
honorably discharged in
July of 1953.
She resided in Polson,
MT, Kinzua and Heppner,
OR.
Grace married Elmer
Steers on March 14, 1954
at Lewiston, ID. The cou-
ple had two children, a son
Harry Duane Steers and a
daughter Nola Steers. El-
mer died January 15, 1984.
She married Ed Baker Oc-
tober 1, 1984 in Heppner.
She was a homemaker
and school bus driver for
Morrow County School
District. Grace was a mem-
ber of the American Legion
for many years, serving as
chaplain and secretary.
Grace is survived by her
husband, Ed Baker of Lex-
ington; son, Harry Duane
Steers and his wife Irene
of Pensacola, FL; daughter,
Nola Binschus and her hus-
band Delbert of Heppner;
stepson, Pat Baker of Ione;
stepdaughter, Maggie Mabe
of Heppner; grandchildren,
Sam Steers, Alena Phillips,
Dustin Steers, Mindy Wil-
son and Jacob Steers; 18
great-grandchildren; one
great-great grandchild; and
siblings, Lulah Wilson,
Floyd Wilson and Betty
Breeding.
Preceding her in death
were her husband, Elmer
Steers; son, Ronald Steers;
her parents and brothers,
Tom Wilson and Johnny
Wilson.
Memorial contributions

The Umatilla National
Forest will host a field trip
to the proposed Ellis Inte-
grated Vegetation Project
(Ellis Project) on Oct. 22,
2020. The purpose of the
field trip is to share in-
formation about the Ellis
Project, discuss project
objectives and proposed
alternatives, and to gather
information from the pub-
lic about values that they
would like the Forest Ser-
vice to consider in project
development.
The field trip will be-
gin at 10 a.m. at the Kelly
Prairie pull out, located on
Forest Service Road 53 (the
Western Route), approx-
imately 2.3 miles west of
Coalmine Hill campground.
Those interested in attend-
ing the public field trip are
asked to bring water and a
lunch. The field trip format
will follow current Morrow
County COVID-19 proto-
cols for outdoor meetings.
The Ellis Project en-
compasses 110,000 acres
spanning both the Heppner
and North Fork John Day
Ranger Districts of the
Umatilla National Forest.
The project is designed
to increase forest health
and vigor; enhance shrub-
lands, aspen and meadows;
improve wildlife habitat;
decrease wildfire risk; and
provide timber to support
local economies. Proposed
actions for the project
include forest thinning,

BEO Bancorp and its
subsidiary, Bank of Eastern
Oregon, announced third
quarter 2020 consolidated
net income of $1,366,000
or $1.15 per share. Total
assets were $692.4 million;
net loans of $518.3 million;
deposits were at $552.6
million. shareholders’ eq-
uity was at $41.0 million.

a very interesting year,
unlike anything any of us
have ever experienced with
pandemics, fires, floods,
political and social unrest.
Even with the strange eco-
nomic environment that
goes along with these fac-
tors, the bank had good
earnings for 3 rd quarter
2020. As a predominantly
agricultural-based bank,
we, along with our com-
munities, are impacted by
the ups and downs of farm-
ing and ranching. We are
pleased that, for the most
part, crop yields were above
average, there was decent
feed in the summer grazing
areas and commodity prices
have rebounded from ear-

that our loan loss reserve
is funded appropriately.
Most factors point toward
an improving economy,
but we are at the mercy of
COVID, elections and so
many factors outside of
anyone’s control. A prime
example of how quickly
things can change are the
wildfires that have ravaged
areas of the west. Our hearts
go out to those impacted by
these devastating fires.”
