The governing body, per ORS 294.414, shall establish a budget committee that consists of the members of the governing body and a number, equal to the num- ber of members of the gov- erning body. The members of the budget committee shall receive no compen- sation for their services as members of such commit- tee. Appointive members of the budget committee may not be officers, agents or employees of Morrow County.
